NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that Rocky Mountain’s request for an increase in its rates for electric service utilizes a test year of January 1,2010 through December 31,2010,with known and measurable adjustments throughout the 2011 calendar year. YOU ARE FURTHER NOTIFIED that the following table below outlines the proposed average increase for each customer class: CUSTOMER GROUP PROPOSED INCREASE Residential (Schedule 1)7.2% Time of Use Residential (Schedule 36)15.9% General Service (Schedule 23/23A)11.8% (Schedule 6/6A)10.8% (Schedule 19)9.7% Medium and Large General Service (Schedule 9)11.2% Irrigation (Schedule 10)19.9% NOTICE OF APPLICATION NOTICE OF INTERVENTION DEADLINE ORDER NO.32263 1 Large Industrial/Special Contracts (Schedule 400)18.7% (Schedule 401)19.9% TOTAL AVERAGE INCREASE 15% YOU ARE FURTHER NOTIFIED that Rocky Mountain requests that the Commission grant a return on equity of 10.5%.The Company estimates an overall cost of capital of 8.25%. YOU ARE FURTHER NOTIFIED that the Company claims that its net power costs have increased by approximately $287 million above the costs “currently included in customers’ rates.”Rocky Mountain cites certain “capital additions”and “incremental operating costs associated with added generation and environmental facilities”as cost-drivers of its proposal for an increase in rates. YOU ARE FURTHER NOTIFIED that the Company’s Application also includes additional information regarding its investment in the Populus to Terminal Transmission Line. YOU ARE FURTHER NOTIFIED that Rocky Mountain attached the testimony of 14 separate witnesses in support of its Application. YOU ARE FURTHER NOTIFIED that Rocky Mountain attached a copy of the Notice it provided to its Idaho retail customers regarding the proposed increase. YOU ARE FURTHER NOTIFIED that Rocky Mountain proposes June 27,2011 as an effective date for these changes. YOU ARE FURTHER NOTIFIED that the Application,supporting workpapers, testimonies,and exhibits have been filed with the Commission and are available for public inspection during regular business hours at the Commission offices.The Application and testimonies are also available on the Commission’s website at www.puc.idaho.gov by clicking on “File Room”and then “Electric Cases.”Interested persons may also view the Application at the Company’s website,www.rockymountainpower.net.Rocky Mountain’s schedule of rates and charges will be kept open for public inspection. YOU ARE FURTHER NOTIFIED that the rates and charges of all Idaho retail customers,both recurring and non-recurring,including those of any special contract customers are at issue,and every component of every existing and proposed rate and charge is at issue.The Commission may approve,reject,or modify the rates and charges proposed and may find that rates and charges different from those proposed by any party are just,fair,and reasonable. YOU ARE FURTHER NOTIFIED that a prehearing conference in Case No.PAC-E 11-12 will not be calendared if the only purpose is to schedule dates for public workshops, testimony prefile and hearings.Petitioners requesting to intervene shall identify in their petition any issues,other than scheduling,that require a prehearing conference.If no issues are identified,a prehearing conference will not be calendared and the parties will develop a schedule for processing this case. YOU ARE FURTHER NOTIFIED that the Commission Secretary shall issue a Notice of Parties after the deadline for intervention has passed.The Notice of Parties shall assign exhibit numbers to each party in this proceeding.IDAPA 3 1.01.01.230.
