On May 27,2011,PacifiCoip dba Rocky Mountain Power (“Rocky Mountain”or
“Company”)filed an Application with the Commission seeking approval to increase its rates for
electric service to its retail customers in Idaho by approximately $32.7 million,or an overall
average rate increase of 15%.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that Rocky Mountain’s request for an increase in its
rates for electric service utilizes a test year of January 1,2010 through December 31,2010,with
known and measurable adjustments throughout the 2011 calendar year.
YOU ARE FURTHER NOTIFIED that the following table below outlines the
proposed average increase for each customer class:

YOU ARE FURTHER NOTIFIED that Rocky Mountain requests that the
Commission grant a return on equity of 10.5%.The Company estimates an overall cost of
capital of 8.25%.
YOU ARE FURTHER NOTIFIED that the Company claims that its net power costs
have increased by approximately $287 million above the costs “currently included in customers’
rates.”Rocky Mountain cites certain “capital additions”and “incremental operating costs
associated with added generation and environmental facilities”as cost-drivers of its proposal for
an increase in rates.
YOU ARE FURTHER NOTIFIED that the Company’s Application also includes
additional information regarding its investment in the Populus to Terminal Transmission Line.
YOU ARE FURTHER NOTIFIED that Rocky Mountain attached the testimony of 14
separate witnesses in support of its Application.
YOU ARE FURTHER NOTIFIED that Rocky Mountain attached a copy of the
Notice it provided to its Idaho retail customers regarding the proposed increase.
YOU ARE FURTHER NOTIFIED that Rocky Mountain proposes June 27,2011 as
an effective date for these changes.
YOU ARE FURTHER NOTIFIED that the Application,supporting workpapers,
testimonies,and exhibits have been filed with the Commission and are available for public
inspection during regular business hours at the Commission offices.The Application and
testimonies are also available on the Commission’s website at www.puc.idaho.gov by clicking
on “File Room”and then “Electric Cases.”Interested persons may also view the Application at
the Company’s website,www.rockymountainpower.net.Rocky Mountain’s schedule of rates
and charges will be kept open for public inspection.
YOU ARE FURTHER NOTIFIED that Rocky Mountain’s intrastate revenue
requirement,and every component of it,both rate base and expense,are at issue.The
Commission may grant,deny,or modify the revenue requirement requested and may find a

revenue requirement different from that proposed by any party to be just,fair,and reasonable.

YOU ARE FURTHER NOTIFIED that the rates and charges of all Idaho retail
customers,both recurring and non-recurring,including those of any special contract customers
are at issue,and every component of every existing and proposed rate and charge is at issue.The
Commission may approve,reject,or modify the rates and charges proposed and may find that
rates and charges different from those proposed by any party are just,fair,and reasonable.

modify existing or proposed relationships between and among rates and charges within,between

YOU ARE FURTHER NOTIFIED that the Commission may abolish,reduce,or
create rate blocks or categories of rates and charges;abolish,create,or reduce components of
rates and charges;abolish,reduce,or create customer classes or rate groupings;and abolish
reduce,or create absolute or relative differences among and between existing classes or rate
groupings of customers.IDAPA 31.01.01.124.02.
YOU ARE FURTHER NOTIFIED that a prehearing conference in Case No.PAC-E
11-12 will not be calendared if the only purpose is to schedule dates for public workshops,
testimony prefile and hearings.Petitioners requesting to intervene shall identify in their petition
any issues,other than scheduling,that require a prehearing conference.If no issues are
identified,a prehearing conference will not be calendared and the parties will develop a schedule
for processing this case.
YOU ARE FURTHER NOTIFIED that the Commission Secretary shall issue a
Notice of Parties after the deadline for intervention has passed.The Notice of Parties shall
assign exhibit numbers to each party in this proceeding.IDAPA 3 1.01.01.230.

without parties’rights of participation and cross-examination are not required to intervene and

YOU ARE FURTHER NOTIFIED that persons desiring to intervene in Case No.
PAC-E-11-12 for the purpose of becoming a party,i.e.,to present evidence,to acquire rights of
cross-examination,to participate in settlement or negotiation conferences,and to make and argue
motions must file a Petition to Intervene with the Commission pursuant to Rules 72 and 73 of the

thirty (30)days plus five (5)months from the Company’s proposed effective date of June 27,
2011,or until such time as the Commission enters an Order accepting,rejecting,or modifying
the request in this matter.
IT IS FURTHER ORDERED that persons desiring to intervene in this case for the
purpose of presenting evidence or cross-examination at hearing shall file a Petition to Intervene
with the Commission no later than June 21,2011.
