ROCKY MOUNAI POWER'S RESPONSE TO
MONSANTO'S COMMNTS
COMES NOW Rocky Mountan Power ("RMP" or "Company") by and though its
attorneys and fies its response to "Monsato Comments" which were filed and served at the
conclusion of the December 19,2011 heanng. Monsanto had an opportity to fie comments in
support of the Stipulation and make any other comment that they deemed necessar on

November 2,2011, as both the Idao Public Utilties Commssion Sta and the Company chose
to do, but Monsato failed to tae advantage of.
The Chairan correctly acknowledged that the purose of the December 19 hearg was
to consider the Stipulation dated October 17,2011. Objection to ora commenta by Monsanto's
counsel on issues well beyond those addressed in the hearg on the Stipulation, was properly
sustained. Similarly, Monsanto's wntten comments should be disregarded. Furermore, the
offered comments are not accurate in many respects and appear to be an attempt to bias the
Commission on matters yet to be presented to the Commission for consideration. The
inormation tht Monsanto has offered is speculative, misleadg, or unchallenged by other
paries, including their claims on pnce compansons, percentage increases of pnces, and futue
capital investment need and justification. They have also misrepresented compansons between
trsmission investment merger commitments and actual transmission projects. The Company
respectfly requests that the Commission give no weight to the matters addrssed by Monsanto
not directly relevant to Monsanto's support of the Stipulation pending in this Docket and reserve
judgment on any futue matters until the proper facts are presented to the Commssion for
consideration.

CONCLUSION
RM respectfuly requests that the Commission approve the October 17, 2011,
Stipulation supported by Rocky Mountain Power, Monsanto, Commssion Staff, Idao Irgation
Pumpers Association, and PacifiCorp Idao Industral Customers.
