Dear Public Utilities Commissioners:
I would like to comment on the Rocky Mountain Power Dispatchable Irrigation Load Control
Program, case number PAC-E-11-06
Although 1 have had to make significant adjustments to the management of my farming
operation, this program has been a benefit by helping to offset the increasing costs of
irrigation pumping.
The program as currently administered is good for both farmers and the utilities . With a
signi ficant reduction in the incentives to farmers, it will not be worth enough for me to
continue to participate.
1 am concerned that the proposed incentives are so low that very few farmers will participate
and the entire program will be lost, resulting in higher rates for everybody.
Please help this cost effective program continue by keeping the incentives paid to farmers at
the current levels.

The decrease of credit from $30/kW to $25.30/kW along with the increased rates that have been
announced wil have a detrimental effect on our farming operation. It is imperative that Larsen Farms
continue to participate in the Load Control Programs. With the continued rising costs for farming
operations, we need to keep every advantage available. Past participation in the Load Control Programs
has enabled our operation to stay competitive with other farming operations. We ask that due to
current economic situations current Load Control Programs be maintained at their current levels and kW
rates be kept low.
