The PUC rightly reduced the eligibility cap from 1eMW to 1eekW recently. Cedar creek did notget their requests in before that change. Clearly they are not eligible for that rate. Rocky mountain power is already rapidly increasing its customers electricity rates. They just got about 7 percent from PAC-E-1e-e7, and are requesting another 7.4% from PAC~E-11-e7 _ and a large part of those rate increases is due to wind integration costs. If this request is approved, there will be yet another rate increase because of it. If we need more power in Idaho, let i s use something that' s available all the time like natural gas, and something that the power companies actually plan for and desire as indicated in their integrated resource plans. I have not seen Rocky Mountain Power request bids for new wind generation, yet they have been required by purpa to keep adding it to the mix. Continuing to pass rate increases due to intermittent and unnecessary wind on to customers is going to drive our electric rates sky high and kill our local economy - if it hasn i t already. Idaho gets 4e% of its power from surrounding states. Does it make sense to generate wind power here and export all of it and make us pay for it? Absolutely not. Wind power must be forced to compensate the existing utili ties for any burden they place on the grid, IN FULL. If this means wind power is not economic, so be it, we already knew that.
