On September 15 , 2010, PacifiCorp dba Rocky Mountain Power (RMP; Company)
filed an Application with the Idaho Public Utilities Commission (Commission) requesting
approval of amendments to the Revised Protocol allocation methodology previously approved by
the Commission in Order No. 29708, Case No. PAC-02-3. The Revised Protocol is the
method used by the Company to allocate generation, transmission and other costs to its six
jurisdictional states for purposes of establishing retail rates. The Company s filing is
accompanied by supporting testimony and exhibits.
On October 7 2010, the Commission issued a Notice of Application and Intervention
Deadline in Case No. PAC-10-09. Parties requesting and granted intervention were the Idaho
Irrigation Pumpers Association, Inc. and Monsanto Company.
YOU ARE FURTHER NOTIFIED that the Commission has reviewed the filings of
record in Case No. PAC-10-09. The Commission has preliminarily found that the public
interest in this matter may not require a technical hearing to consider the issues presented and
that issues raised by the Company s filing may be processed under Modified Procedure , by
written submission rather than by hearing. Reference Commission Rules of Procedure, IDAP A
31.01.01.201-204.
YOU ARE FURTHER NOTIFIED that pursuant to agreement of the parties and the
Commission the deadline for filing written comments or protests by Commission Staff
intervening parties and other interested parties with respect to RMP's Application to amend the
Revised Protocol allocation methodology and the use of Modified Procedure in Case No. P AC-
10-09 is Wednesday, March 30, 2011.

The deadline for filing Company reply comments is Friday, April 15, 2011.
YOU ARE FURTHER NOTIFIED that if no written comments or protests are
received within the deadline, the Commission may consider the matter on its merits and may
enter its Order without a formal hearing. If comments or protests are filed within the deadline
the Commission will consider them and in its discretion may set the matter for hearing or may
decide the matter and issue its Order based on the written positions before it. Reference IDAP A
31.01.01.204.
YOU ARE FURTHER NOTIFIED that written comments concerning Case No. PAC-
