I am writing to you today to assure you know that I am apposed to Rocky Mountain Power's proposed rate increase. I am greatly concerned of the potential impact such a rate increase could have on our employer's ability to continue operations in the area, as well as, the impact to other rate payers and the region's economy as a whole. Because our company is employed by Monsanto and we are residents of Soda Springs this rate increase would be a double hit to our family. As with us there are many people in the same situation. A rate increase during the current economic time is something that should not be asked of the people of Southeastern Idaho. We are already struggling to survive. We have Idahoans without jobs barely surviving life day by day and most of the people working are living paycheck to paycheck. Now is not the time for Rocky Mountain Power to ask the people to pay a higher rate on our power! In the case of Monsanto, they have been an essential part of SE Idaho for virtually sixty years. To ask them to pay the rate increase that they are being asked to pay is coming at the worst time possible. Our economy is in such a state that to ask anyone to pay a price increase is unthinkable, but to ask for such a substantial increase is nothing more than pure greed. It's like asking the manufacturers in this area to close their doors and put all 1 their employees and contractors on unemployment just so they can make more money. This will only add to the ever increasing unemployment issues Idahoans face daily. On the other hand an affordable electrical rate will allow Monsanto to maintain a leading role in the economy of Southeast Idaho. Monsanto serves as the largest contributor of an industry that supplies 52% of the local school tax base. It will also enable us to encourage other businesses to come to Idaho because we have a reasonable power rate which is one of our pitches when soliciting for companies to come to our areas. As you know bringing in businesses brings in jobs for our jobless. We are trying to lower our unemployment rates which will be impossible with power increases of this magnitude! Rocky Mountain Power's call for a double digit increase is at such a dramatic level that it threatens the likelihood of all manufacturers, not only Monsanto. If approved, it will have a rippling effect throughout Southeast Idaho which may be something we never recover from. In this most severe economic downturn we have all had to make due with less yet Rocky Mountain comes to us asking for double digit increases! Rocky Mountain Power can, and should, get by with a reduced rate proposal. Double digit increases can not be tolerated at a time when our economy is failing. Any increase during our economic state is just pure greed. What is Rocky Mountain Power doing to help the economy? What they are asking is just plain Un-American! I am currently employed at Monsanto as the HR Business Unit Lead at the Soda Springs facility . Although I do not receive electricity from Rocky Mountain Power at my personal residence, my income and my family's livelihood is directly tied to the success of Monsanto. Over my career, I have had the opportunity to work in both a small, family owned business as well as work for 2 fortune 500 companies. At both the both the large and small companies, I have witnessed the internal struggle by business leaders as they consider the appropriate amount of capital investment to ensure an adequate rate of return while remaining competitive. In the case of Rocky Mountain Power, I do not see that it was much of an internal struggle for Rocky Mountain Power to determine how much capital to invest in the Wind Farms in Wyoming. It appears that Rocky Mountain power and their investors, assumed a fixed rate of return no matter the amount of the investment. Thus, by investing a large amount of capital they could nearly guarantee a 10% -15% rate of return with limited risk. If this is the case, Rocky Mountain Power has invested in less efficient method of generating electricity to maximize their assumed rate of return. I am asking the commission to reject the excessive rate increase that is currently being proposed by Rocky Mountain Power. I understand and agree that companies need to earn an honest profit. However, the recommended increase is not j usti fied as Rocky Mountain Power has invested in a less efficient method for generating electricity and are passing the expense to their customers. Through the use of an economic multiplier consider the indirect economic effects this has on Idaho's economy, Monsanto's phosphorus business produces, at a minimum, a $230 million economic impact in the state. Our schools and public services that are provided could not be maintained without the jobs and tax base provided by Monsanto and other manufacturing industries. Monsanto serves as the largest contributor of an industry that supplies 52% of the local school tax base. Rocky Mountain Power's call for a double digit increase, however, is at such a dramatic level that it threatens the viability of all manufacturers, not only Monsanto. Rates already are high. People are already struggling to make their payments. Why put an extra burden on everyone. Rocky Mountain Power didn't need to put in all the new windmills, etc this year. They are just putting costs on to consumers that are already strapped. Box 83720 Boise, Idaho 83720-0074 Dear Commissioner Kempton As a lifetime resident of southeast Idaho, farmer and veterinarian I am very concerned with the proposed case of PAC-E-10-07. I have leased and farmed ground which is no longer irrigated directly due to the electricity bill for the pump. This ground has let go to dryland pasture for cattle. As the CRP program fades out there are many acres that are not economically viable to farm due to the cost of electricity to irrigate them as well as the costs associated with bringing them back into production. Other neighbors switched to diesel pumps until the past three years and now back to electricity trying to stay financially viable. When most business face financial ruin they can adjust their prices and costs accordingly. . . what happens to the american farmer when they say i We need X amount for our product to make ends meet'? Especially with products with a relatively short storage life. I strongly beleive that the farmer will not be empowered to increase the price of their product until there is a true shortage of food.... possibly even back to the times of a hand milked cow, a bag of wheat and fresh eggs. I also share concern for Monsanto and the severe ripple effect if they are no longer financially viable in southeast Idaho. The economic devastation extends far beyond Soda Springs, Grace, Bancroft, Georgetown, Montpelier, Wayan and Lava Hot Springs. Given the current economic downturn almost everyone is tightening their belts and not spending on future speculation. I strongly feel that the PUC should help include Paci ficorp in the effort. Years ago when it was Utah Power, they encouraged customers to build total electric homes and called them Gold Medalion Homes and they recieved a reduced rate on power. Years later after the homeowners had built homes with not ducts or furnaces, they eliminated the preferred rate. Here again, the time-of-day users have sacrificed using power during peak periods which in the long run has helped the company save infrastructure costs. We have given up the use of things like hot water and doing laundry etc during peak periods and now they want to give us a 300 percent increase over the amt of increase for regular customers. I find this an affront and an insult. Rocky Mountain power should be ashamed of themselves and the commission should be stern in letting them know this is not right. And if this is past you will put apprx: 700 people out of work associated with Monsanto alone not counting all the other communities around the state that puts 700 families with out on your hands. We have nothing to gain from this all we will do is loose and Idahos unemployment rate goes through the roof. I can not believe that with the economy the way it is that you could even consider asking someone that is getting nothing out of it to make the rich man richer and put hundreds if not thousands of people out of work and leave thier familys with nothing just so someone else can get something. I am not directly a part of Rocky Mountain. My concern is for those who do use then and the impact on business in southeast Idaho. How anyone can ask for the rate increase that is being asked for is totally outside of me. The population is SE Idaho has decreased over the last few years and business has not expanded. Due to competitive market demands, Monsanto would be crippled by what is being asked. If I made the type of business decision being suggested here I would be without a job. Wind power is not the answer for SE Idaho.It continues to be expensive and will remain so for the foreseeable future. Rocky Mountain should make reasonable investments and should make profit without making the customer pay at the rates proposed over the next few years. So even without the economy as it is, what Rocky Mountain is proposing should be unacceptable. More debt passed on to consumers is not correct and should not be allowed. I am writing you today to express my opposition to Rocky Mountain Powers proposed rate increase. I have been employed by Monsanto Company for going on 34 years. I live in Lava Hot springs, Idaho and I am also a residential customer of Rocky Mountain Power. I am greatly concerned of the potential impacts such a rate increase could have on not only my employer' s ability to continue operations in the area, but also the impacts to other rate payers and the region's economy as a whole. In the case of Monsanto, the company has been an integral part of SE Idaho for nearly sixty years. From what I can gather the proposed gateway project is 10x what is needed at this time. At a time of recession and a stumbling economy, this is not the time to build a project 10x what is needed. We are all being asked to cut back. I would think that Rocky Mountain Power should hold rates flat or reduce the price to its customers to assist in the economy. I have family members in Idaho living on a fixed income and I am conserned about how they will continue to pay these rate hikes when their income is not going up, they cannot keep up wi th inflation. I read today of another group of workers who will not be getting raises for the next two years. It appears those with the most to gain from this increase is not the public of Idaho, but the public of our west coast neighboring states. I recently sat through a packed house meeting in Grace, Idaho. I was only able to get into the hallway because 1 there was nowhere to sit. A number of people had to leave because they could not get in. I would encourage you as the Idaho PUBLIC Utilities Commission to listen to what the public of Idaho have told you. This is not the right time for imposing this type of an increase on the public or the employers in their area. Monsanto has positively affected this corner of the state for many years. We are facing foreign competition and an increase like that which has been proposed has the potential to affect many jobs in this area. · An affordable electrical rate will allow Monsanto to maintain a leading role in the economy of Southeast Idaho. o Employ 770 people, 375 of whom work directly for Monsanto and 395 of whom work for contractors. 94% of these people live in four southeast Idaho counties. o $70 million annually in payroll and benefits adding to Caribou County being the 3rd highest in wages paid in Idaho. o Among the top employers in comprehensive benefits, vacations, holidays, incentive payouts, pension plan and 401k matched savings plans. o Offer high paying jobs that are roughly three times higher than the local average. o Serving as the largest contributor of an industry that supplies 52% of the local school tax base · Through the use of an economic multiplier to consider the indirect economic effects this has on Idaho's economy, Monsanto's phosphorus business produces, at a minimum, a $230 million economic impact in the state. · Our schools and public services that are provided could not be maintained without the jobs and tax base provided by Monsanto and other manufacturing industries. Rocky Mountain Power's call for a double digit increase, however, is at such a dramatic level that it threatens the viability of all manufacturers, not only Monsanto. If approved, it will have a rippling effect throughout Southeast Idaho that we may never be able to recover from. A stable source of electrical service is vital to my operation, and I appreciate the service provided by Rocky Mountain Power. We have few interruptions, and my stand-by generator has operated under load only twice in the last five years. The amount I pay for electricity each month is a sizeable part of my overhead, and I would like to voice my opposition to the current increase sought by Rocky Mountain. With a 1,000 watt transmitter that runs 24 hours a day, seven days a week, along with the associated studio equipment, my power consumption varies little from month to month. However, over the course of several years, the rate I pay for power each month has continually risen. Ten years ago I was paying about $150 a month for electricity. As the rates have increased, I am now paying over $200 each month. In Jnnuary of 2010, the bill was about $210, and my most recent bills, in October and November of 2010, were 230 and 241, respectively. The proposed increase would add significantly to my operating cost. I am not able to pass on those increases to my clients. It has me working to generate new business, just in order to continue providing my services to the residents of Franklin County and Cache Valley. I don't argue that costs for RMP are increasing as well, but the proposed increase of more than twelve percent seems to be neither fair or reasonable. I urge the commission to either deny the request, or amend it greatly to be much less severe for the customers of Rocky Mountain Power, who are already struggling with a sluggish economy. Everyone is having to tighten up spending, our schools , hospitals, police depts. I work for a company that is considered one of the best places to work for wages and benefits. I know that my hourly wage is way below what Rocky Mountain pays their electricians, which is what I do for a living. Thay are also asking for a large increase from one of the biggest employers in the area (Caribou county) which is already fighting Chinese competition. Three years ago I moved into a trailer that was all electric. I have bought cost saving light bulbs, reskirted the bottom, sealed the windows, lowered my living temperature, bought high dollar cost saving room heaters, (bath, wash clothes, cook, and clean on off peak hours as much as possible) and continue to loose ground on the electric bill. They are asking for even more on the time of day compared to the regular rate. I understand they need to make a profit but times are tuff and I am on a fixed income. Most don't know what they need to do to make sure that they're doing all that they can so that their homes can be more insulated. We need to make sure that everyone has the means to make sure hat they can make sure that their houses are ready for the power rate increases. One way to save on energy costs would be to install better insulation or just add to the insulation that is currently in the home. By increasing the insulation in homes, you are making it so that less heat and air conditioning is going out the roof of your house. You are making sure that it's being kept inside the house where you want it. Another way is to make sure your windows are double paned and or that they have high energy star ratings. Also you can make your house better insulated by doubling up on your windows. By keeping the windows in place that you currently have and just putting in another window, you are not only getting the windows insulation, but the air between that is an insulator as well. A third way to increase the energy savings in your house would be to put in new CFL light bulbs. These new light bulbs use much less energy to light up the room and gradually get brighter then the old ones. By replacing all the light bulbs in your home, you are getting the same , if not more, light than the old bulbs gave off. Instead of wasting time fighting the rate increases, make your home more energy efficient. 'Make the changes today that could make a great difference in your power bill tomorrow. Make the changes that are necessary so that the rate increases won't be that big every month.
