When we built our home in 1972 we were told by Utah Power and Light Company that if we
constructed a total electric home we would qualify for a discounted electric rate. We did
quali fy for the reduced rate for a very few months before we were told that it was
discrimination against all other users and it was taken away from us. Then in the spring of
2007 Rocky Mountain Power chose to suspend the Bonneville Power Administration Residential
Exchange Credit and the amount of our power bill doubled. When the BPA Residential Exchange
Credit was discontinued Rocky Mountain Power sent out information that we could save on our
power bill by taking advantage of the Time of Day program. Now, Rocky Mountain Power Company
would like to raise the rates of total electric home owners 15.7% BECAUSE we use the Time of
Day rate. We believe that we are being discriminated against because if the increase is
approved by the commission, the rate increase that Rocky Mountain Power is seeking would be
8% for standard residential customers, commercial users would see a 10.8 to 14.6 percent
increase, irrigation customers would receive a 9.6% increase and we who are using the Time of
Day program would receive the 15.7% increase. We have ceiling cable heat in our home and
therefore we could not even install a gas furnace because we have no place to put the duct
work. Since building our home in 1972 we feel we have been the brunt of Rocky Mountain
Power's (formerly Utah Power and Light) unfair tactics. We appreciate the opportunity to
submit our comments to the commission and hope you will find them valid. Thank you.
