I recently received a notice from Rocky Mountain Power (RMP) indicating they are proposing a
rate increase ranging from 8% for residential to 19.6% for large industrial customers that
will be presented to IPUC.
RMP stated their justification is to 'make investments in renewable electricity, transmission
facilities and environmental control equipment to serve customers'.
The consumers of this electricity deserve more than this ambiguous statement as justification
for a rate increase this size.
We live in a period where the rate of new building construction has plunged to depths not
known since WWII, therefore the need for new transmission facilities and to support growth
cannot possibly be a realistic j usti fication. Even if growth were necessary, costs to
supplement new power facilities should be born by those who create the new demand, not legacy
customers.
I have talked to many RMP customers and we believe these increases are made primarily to
increase RMP shareholder equity. I have seen RMP' s balance sheet and can assure they are one
of the wealthiest utility corporations in the U. S. Their investors's stock value has grown
considerably since The acquisition of UP&L a few years ago. I know because I am one of those
stockholders.
I encourage the IPUC to use prudent judgement and to consider the points I have stated, and
to REJECT RMP' s request to increase rates.

Please describe your comment briefly:
In this time of economic problems I do not feel that this is an appropriate time for Rocky
Mountain Power to take an 8% to 19% increase on their service. As a manager of a small
manufacturing facility, I struggle each day to reduce the costs. It is hard to compete with
the European influx of product into the United States when the government and the utilities
do not control spending. This is a time for everyone to tighten their belt until the economy
improves. There should be ways for them to minimize their costs just as I have done. I hope
you will take this into consideration during your review of this proposed increase.
