I received notice this week in my monthly billing of a rate increase proposal that is before
the Idaho PUC. My comment is that in this proposed increase Rocky Mountian Power is asking
for a 8% increase on Standard Residential rates but for home owners that utilize the Time of
Use (schedule 36 )they propose a 15.6% increase. Why would they penalize homeowners that are
trying to utilize power during 'off peak' hours. Their proposal is almost double for Time of
Use over Standard Residential use.
During these hard economic times when school budgets and teacher salaries are being cut,
Rocky Mountian Power is asking for up to a 19.6 increase (depending on the customer type).
My wife is a State of Idaho employee and she has not received an increase pay (not even cost
of living) for the past two years. Is the same true for Rocky Mountain Power employees?
Please consider the current economics times and ask the question of why Time of Use proposal
is double that of Standard Residential when making your decision on this rate increase
request.

'We understand how difficult price increases are for customers,' said Karen Gilmore. Not
understanding enough to ask for a possible 15% increase. That is totally an unreallistic and
unreasonable cost increase. In the summer our electric rates increase as the irrigation
season begins and we do not run pumps for irrigation. As for a $12 a month service fee- -that
is unbelievably greedy. If the company has been able to cut $500 million from its capital
budget then it should not ask for any rate increase - period.

I understand that everybody is struggling these days, but I don' t think that this rate
increase is justified, especially the Time of Day increase, which is the largest of the
proposed increases. In other words, they want to force us off of Time of Day.
