I question whether a rate increase is due to Paci ficorp for the following reasons:
l)If the company were so unprofitable, why was it taken over by Warren Buffett.
2)Past rate increases stated that they were for . infrastucture improvements' also. Yet
infrastructure in Butte County, ID has steadily aged and fallen apart for years. I cite
leaning powerlines, poor substations, and a 3 day power interruption in February of 2004.
3)As an Electrical Contractor, if I have a question, I must first call Portland, OR before I
can talk to a local representative. The local personnel are great people, but are not allowed
to act unless given an OK by someone who has no idea what the issues are.
4) The exorbitant construction costs charged by the utility to service business and
agricultural interests. These costs are levied as an attempt to 'modernize the system'. So
where does 'infrastucture upgrade' money really go?
5)During a period of economic hardship as we are now faced with, shouldn't everyone have to
shoulder the burden? Residential customers, as well as agricultural customers are currently
in a real bind. Is now the time to saddle them with additional costs?

Re: Proposed increase by Rocky Mountain Power
To Whom It May Concern;
I am writing in regards to the proposed increase by Rocky Mountain Power. My husband and I
are among the working poor. We currently heat our home with electricity because we cannot
afford propane for the gas heat. Our average bill in the winter is around $298. 00/month.
This increase would raise our monthly bill by around $341. 50/month.
We strongly oppose this increase! Between health insurance premium increases over the past
three years of 11% to 16%, increased federal and state employment taxes, a surgery that we
have been trying to payoff, and increased costs in general for fuel and groceries, I feel
that this is the worst time for Rocky Mountain Power to increase our rates. The economy does
not j usti fy an increase by any business, let alone by public utilities. Our employers are
hurting because they are small business and cannot give raises for the past 2 years. Costs
are going up, but our income is staying put. How do you expect us to make it?
Please help us and vote "No" to this increase. We are becoming desperate.

Everyone is feeling the effects of the economy, now is not the time for the power company
to raise prices again, they are making a profit but want to make more. They need to cut back
spend less and make less just like the rest of the people they serve. They will drive people
out of business and cause hardships on families for their new raise, and a new raise will be
requested in a couple of years, just like 2 years ago.

We are writing in regards to the proposed increase by Rocky Mountain Power. We are a small,
private construction company with a cabinet shop who falls under the Medium and Large General
Service rate. This increase would raise our monthly bill by around two hundred dollars a
month which mean we are paying over Two Thousand Dollars a year.
We strongly oppose this increase! The economy does not justify an increase by any business,
let alone by public utilities. As a contractor that builds both residential and commercial
buildings along with managing commercial retail rentals properties, we have seen a marked
slowing in both residential building and commercial building. Many of our tenants are
struggling to stay in business as they try to survive with shrinking sales and profit
margins. A spokesman for Rocky Mountain Power said that demand for utility have increased
over the past 20 years. This is true over 20 years but is it true their demand has increase
over the past 2 years? We would like to know if the Idaho Public Utilities Commission has
ever given Rocky Mountain Power a rate increase over the last 20 years and if so, how much of
a percentage has Rocky Mountain Power (Utah Power and Light) received over the 20 years. Was
the reason for these increases state by Rocky Mountain Power (Utah Power and Light) to "make
investments in renewable electricity, transmission facilities and environmental control
equipment to serve customers" (from brochure file with the Idaho Public Utili ties Commission
May 28, 2010) If their previous increase were to make these improvement why were they not
make so the infrastructure is now available? We feel that Rocky Mountain Power is suffering
not for an increase in demand by a decrease in demand and this proposed increase is more to
meet a slowdown in their cash flow. If this is the case tell they to join the crowd.
Unfortunately we are not able to get a 14% increase to past onto our customers. If anything
our customers expect a 14% + discount. Perhaps the Idaho Public Utilities Commission should
be considering a 2-5% deduction in Rocky Mountain Power's rates.
Please help us and vote "No" to this increase.
