I am a time of day user and also an irrigator. These rate increases would effect our family in a very negative way. What is the reasoning behind this proposal? Now that there are going to be more wind mills installed on the east bench of Idaho Falls and Ammon, Rocky Mountain will get less and less patron use of the electricity. Many of the poor people can not keep on paying for those increases that big companies seem to have to think that they can' t live without. Why? I have an all electric house so saving is important to me. I was told that because I was using the majority of my power during off peak hours, I' d be saving large amounts of money to move to the time of day system. Now it appears that Rocky Mountain Power isn't as interested in helping distribute the usage! cost of generating power any more. Perhaps it's because so many people have moved to the cost saving system. Now Rocky Mountain Power isn i t collecting as much revenue from those customers, so they are now proposing to raise the rate of such thrifty minded customers by 15.7%. While all the other customers, those who aren' t thrift minded or to lazy to engage in the necessary life style change to conserve power and by going on the time of day system. Their rate hike is 8%, that equates to almost 1!2 of the proposed hike for those who have been conserving electricity for all these years. We are now being penalized for CONSERVING power and now Rocky Mountain Power wants to get the conversationalist to make up the revenuelost due to our power conservation. ' Why should it cost me, (a time of day meter user) more, i.e. 15.7% when I'm using less power v. s. the regular customer who doesn i t care how much power they use and only raise their rate by 8%, i.e. wastes power! Shouldn' t those who work at conservation pay less. After all that is their motivation to use less power. And to use it when there isn' t as much of demand for it. I have installed timers on my water heater and dish washer. We don i t take baths during the day. I bought a bigger water heater so I could get through the ON PEAK times with enough hot water heated through the night on the OFF PEAK rate. There have been times when I was unable to use hot water because it was all consumed before the OFF PEAK rated kicked in. I have bought and had installed timers on my electric baseboard heats. All these costs were done out of my pocket to help conserve power. In addition to my monthly power bill, hoping that the cost of savings from the power conserved would off set the cost of my conservation methods. There was no monetary financial assistance from Rocky Mountain Power to accomplish this. They wanted more power to sell to wasteful non-conservation minded customers during the peak power usage times. Now that I have given Rocky Mountain Power what they originally wanted, Rocky Mountain Power now wants me to carry the financial burden again with a 15.7% rate hike. My wife does all the dish washing and close washing either early in the morning or late at night. Every affected appliance has had times placed on them to kick on or off at the necessary prescribed time to minimize our power usage. Now Rocky Mountain Power wants me and all the other conservation minded to fork out additional coats to fill the top executive pockets with huge unjustified bonuses. It is that i same GREED we saw in the banking industry that caused this nation to slide into our current recession. I'm pleading with you, the PUC, to help all of us who are suffering in this tough economy to protect us from such greedy corporations. Now is not the time to raise power rates just so top executives can line their pockets while others pockets, which by the way don't have as much income either, to fill Rocky Mountain Powers! Unemployment benefits are coming to an end. The number of Idahoans out of work is record braking! Churches and other non-profit organizations have lost support to assist others in need because there are more in need than there is to assist those in need. Tell Rocky Mountain Power to suck it up like all the rest of us have to do. Don't make a all of us suffer so a few executives can line their pockets! PLEASE! Have Rocky Mountain Power do the AMERICAN thing and that is help as many as possible out of this deadly recession. A little sacrifice from EVERYONE lightens the financial stress on everyone. However, if Rocky Mountain Power persists in their request, they are just as evil as the money mongers in the banking industry. And we all now know how cold and heartless they are! I'm asking you to just say NO to the requested rate hikes. Lets get Idahoans out of the mire we have been shoved into by such greed. If we all participate a little it helps everyone a lot. However there are those who think they shouldn i t have to help pull this country out of it's current financial rescission. Don't let Rocky Mountain Power be one of them!!!! We just had one last year. I feel the utility company can further cut costs and streamline their workforce. Most of their power comes from hydro. I think they are using the cap and trade issue to their advantage. I am a off peak user and the 15.7 increase is unjustified. They tell us to use the power at that time and now they want to increase the price twice that of other users!!! ???? Regular rates would increase by 8%. We are all struggling. Rocky Mountain should tighten its belt just like everyone else and weather the storm rather than contributing to the problem. Public utilities are just like the federal government: they think money just grows on trees, so all you have to do is ask for it and you'll get it. I'm sorry, but I am still making money the old fashioned way: I i m earning it. Rocky Mountain needs to live in the real world like the rest of us. These rate increases are not in the best intersts of the public and should be denied. I think it totally unfair that standard residential customers would get an 8% increase; but those who use i Time of Use' program would get a 15.7% increase. We, on 'time of use' are helping the power company immensely by using power on the off peak times --so they are choosing to penalize us for helping them out. Does that seem fair????! ! ! I think the price increase should not be any more percentage for a Time of Use customer than for the standard residential customer! If anything; the percentage increase should be reversed so the Time of Use customer would benefit more for using power under the less demanding time of day.
