Sirs,
I live in rual Butte County. People here are struggling, economically. Since RMP/ Utah Power became
Pacificorp/ Waren Buffet our services have gone downil, and prices have risen (BPA discount). Our
infastrcture is eroding and these folks are only profit motivated. The local employees are great, but there
hands are tied. How come in Arco ID, we had no power for 3 days in spring 2004? In Februry for hecks sake.
As a company doing business in Idaho, these folks do a very poor job. I have to call Portland to listen to a
recording in order to even communicate.
If Waren Buffet isn't making enough money, then he shouldn't look to rual Idahoans to make up the
difference.

This comment concerns the rate increase that R.M.P. is again seeking. I have commented
before about the cost of this companies power. I was told that they try to be competitive. I
am now paying in excess of ten cents per kilowatt hr. Idaho Falls power is charging five
cents per kilowatt hr. Now they want to raise it another 8 percent for residential J I do not
believe that this is trying to be competitive.

Rocky Mt Power's request for a fourteen percent increase seems excessive. They received an
increase 2 yrs ago and said they would try to bring back the BPA credit. They received their
increase and the credit was never reinstated. In these times they need to do with what they
have rather than say poor me. Thank you.

I heard on the news this morning that Rocky Mountain Power is trying to pass a 14% rate
increase with the Idaho Public Utility Commission. We were also told that the IPUC wants the
public i s opinion on the matter. I do not think that Rocky Mountain Power should be allowed to
raise their rates. We are already paying more for power than neighboring power companies,
such as Idaho Falls Power. Raising rates is just going to hurt Idahoan families. Our families
and businesses cannot afford an increase. There already many who are already having a hard
time paying their power bills along with other necessary bills such as gas and insurance
paymentsj many are going without needed items such as food and clothing to provide these
basic needs in a tough economy. I know families who moved their kids into the same room so
they did not have to heat an extra bedroomj they simply had to come up with more ways to cut
costs in order to make ends meet. The answer to Rocky Mountain Power' s need for more money to
build new infrastructure is not to hand them more money but to for them become more efficient
and be creative in the way they cut costs, just like many Idahoan families have to do.

Reguarding the proposed rate hike by rocky mountain power. It seems to me that this would be
at least the 2nd such rate hike in the last
5 years. When I moved to Idaho in 2005 my summer power bill was about $40.00 now it is around
$75.00. I understand the cost of doing business, but they actually charge their customers
more money for using renewable energy scources, like their blue sky campaign. If i recall
correctly they asked for and got a 12% increase last year or the year before and now they
want another 13 to 14% increase??
I know Mr. Warren Buffet wants Berksrie Hathaway to post a profit this year since he is the
major Share holder in Mid America Energy Holdings corp which owns Pacific corp/pacific
power/rockymountain power. I just wish he would do it without holding up the american public.
I you choose to approve this rate increase it should be with a
5 moritorium on any further increases and a cap on what those future increases should looklike.

Please disapprove the rate increase requested by the power company. They had a raise two
years ago and the 14% they want now is extreme considering the state of the economy. We have
the temperatures in our bedrooms at 55 degrees and any unoccupied rooms, the heat is turned
off. We have cut back as much as possible. I think the raise is to much all at once. We are
still realing from the down turn in the economy and we're on a limited budget with no raises
possible.

This is not the time to give RM Power customers a 15% rate increase (I do time-of-day). RM
Power should have to tighten its belt just like everyone else is doing in this recession. At
my job I won 't receive a raise again this year. My health insurance will go up. We may be
cut on hours. RM Power employees can take a little hit just like the rest of us. As a widow
on a limited budget, I will have a very difficult time swallowing this rate increase. Please
don't allow it!

I particularly resent the fact that you would penalize those of us who make a genuine effort
to be conservative in our use of energy by using the time-of-day plan. As I am led to
believe by the newspaper article we get the biggest rate hike of anyone. It is hard enough at
the present time to even contemplate such a large rate hike and I am certainly not in favorof it.

June 2, 2010- -According to today i s Post Register, Rocky Mountain Power has requested a
substantial rate increase. We want to state our opposition to this increase. We are a semi-
retired couple in our 70 's. We both have to work part-time in order to make ends meet. We
participate in the Rocky Mountain Power Time of Day program in order to save money. According
to the article in the paper, the rate requested for subscribers to Time of Day is 15.7%,
accompanied by an 8% increase for standard residential rates. We try very hard to conserve
electricty in order to keep the bill down, but we can't conserve enough to absorb this rate
increase. Rocky Mountain Power already charges added fees such as Customer Efficiency
Services and Rigby Franchise Tax, in addition to the basic rates. As senior citizens on a
fixed income, we can i t afford this increase. Please consider us when you make this decision.

Rocky Mountain Power has applied to the Public Utilities Commission for a very large rate
increase. As a Rocky Mountain Power user, it' s my belief that, unless the company is going
to go bankrupt without the increase, no increase should be granted until such time as the
economy improves (personal income improves)and only granted then if there is truly a

Concerning the 14% rate increase. Last time they wanted a rate increase it was because
people were not using enough power this time we are using 26% more and they still want a rate
increase. It makes no sense to keep cutting back when we keep getting increases all the time.
RMP needs to suffer through things like the rest of us and then ask for an increase when the
economy is a little better. Please don i t allow this to happen. Thank You

In regard to RMP's request for an 18% rate increase, with residential customers increasing
8%. Considering that we are in a period of economic growth whose anemic figures are not
strong enough to sustain an economic recovery in this country, I find this request to be
somewhat ludicrous. In my own particular case this will raise my electric bill by 21.00 a
month. This is on top of a 68.00 a month increase in my level pay amount which was
unsupported by my usage. This will only further retard economic growth at a time when Idaho
is already struggling to find employers willing to hire. I would love to see this increase
denied in it i S entirety.
