Rocky Mounta Power, a division ofPacifiCorp, provides ths sumar of its rebutt
testiony filed in support of its genera rate cae application regardig valuation of
Monsanto's interrptible products. Copies of the Compay's fiing are available online

Information" and "Idaho." Copies of the filing may also be reviewed durg reguar
business hours at the offces of the Idaho Public Utilties Commission in Boise and in

Company Witness Clements responds to the diect testimony of Monsato witnesses Mr.
Brian C. Collns and Ms. Kath E. Iverson and the direct testimony of staff witness Mr.
Keith D. Hessing as it relates to the determtion of an appropriate valuation of
Monsto's interrptible products. Mr. Clements also responds to Mr. Collns' critique
of the Company's valuation proposal and provides evidence demonstrting that
Monsanto's peaker method is not appropriate for use in determg the value of
Monsanto's interrptible products. In addition, Mr. Clements testifies regardig Mr.
Hessing's valuation method and suggests reasonable and needed modifications to the
method tht must be implemented should the Commission elect to adopt it.

Company witness Duvall will respond to testiony fied by Monsanto regarding: (1) the
metodology used to value the Idaho Irrgation Load Control Progr; (2) the treatment
of Monsanto's load and interrptible products in the Company's Integrated Resource
Plan ("IR"); and (3) Monsanto's claims tht the avoided peaker costs should be
increased by 12 percent bas on Monsato witness Mr. Collins' asserton that Monsanto
allows the Company to avoid plang reserves.
