Briefly describe your educational and professional background.
I have a B.A. degree with High Honors and distinction in Political Science and
Economics from San Diego State University and an M.A. in Political Science from
that same institution; I was subsequently employed on the faculty. I attended the
University of Oregon and completed all course work towards a Ph.D. in Political
Science. I joined the Company in the Rates & Regulation Deparment in December
1983. In June 1989, I became Manager, Pricing in the Regulation Deparment. In
Februar 200 1, I was promoted to my curent position.

Yes. I have testified for the Company in regulatory proceedings in Idaho, Utah,
Oregon, Wyomig, Washington, and Californa.

The Company proposes to allocate the price change to customers in line with
the cost of service results. The only exception to this is for rate schedule classes for
which cost of service results suggest the need for price decreases. For those
customers, the Company proposes to make no change to present rate levels. During a
time of rising costs, it is more appropriate to maintain price stabilty for these rate
schedules, and to minimize price impacts on other rate schedule classes requirng
price increases. This wil assure that gradual movement toward full cost of service
responsibilty is maintained for all rate schedule classes.
Please describe the Company's proposal for the allocation of the revenue
requirement.
The overall proposed price increase is 13.7 percent. The Company proposes the
following allocation of the base price increase:

Exhibit No. 50 shows the estimated effect of the proposed price change .by rate
schedule for the normlized test period. The table displays the present schedule
number, the average number of customers durng the test year, and the megawatt-
hours of energy use in Columns (2) through (4). Revenues by taf schedule are
divided into two columns - one for present revenues and one for proposed revenues.
Column (5) shows annualized revenues under present base rates. Column (6) shows
annualized revenues under proposed base rates. Columns (7) and (8) show the dollar
and percentage changes in base rates. Column (9) shows present revenues expressed
on an overall average cents per kilowatt-hour basis and column(lO) shows proposed
revenues expressed on an overall average cents per kilowatt-hour basis.
Please describe Exhibit Nos. 51 and 52.
Exhibit No. 51 contains the Company's proposed revised tas in this case. Exhibit
No. 52 contains the revised tarff sheets in legislative format.
Including the effects of the Company's proposal, how have the Company's
proposed rates in Idaho changed over time?
Since 1986, the Company's overall Idaho base rates collected from the rate schedule
classes (i.e., standard taff customers excludig special contracts) have increased
only four times, and the overall base rates from these rate schedule classes have
increased less than four percent. Including the effects of the increase proposed in this
case, overall base rates for the major rate schedule customers in Idaho wil have
increased only 18 percent in the last quarer century. Over that same 25-year period,
the Consumer Prce Index has increase by over 100 percent. If the Company's

1 proposed increase in this case is approved as fied, changes to overall base rates wil
2 have declined on a real basis by over 41 percent since 1986--base residential rates
3 wil have declined 40 percent; irgation rates, almost 37 percent; general service
4 rates, 55 percent and large general service rates nearly 52 percent. This clearly
5 demonstrates the Company's pattern of limiting rate increase requests due to rising
6 costs.

Please describe the Company's proposed residential rate design changes.
For residential customers, the Company proposes a two-tiered inverted block pricing
strctue for energy use and a $12.00 fixed monthly customer service charge.
Curently, residential customers served on Schedule 1 pay a flat, seasonally
differentiated energy charge applied equally to all kWh. In addition, a monthly
minimum charge can apply.
Under the Company's proposed revisions, seasonal rates wil continue to
apply and two energy blocks wil be implemented in the two biling seasons. The
first energy usage block in each season wil apply to usage for the first 800 kWh per
month. All additional kilowatt-hours wil be biled at the higher second tier price.
The Company chose to termnate the first block at 800 kWh in order to reflect curent
average usage on Schedule 1 which is currently 839 kWh per month. As discussed in
more detail later in my testimony, this means that the average Idaho residential
customer on Schedule 1 wil see an increase well below the average increase. Larger
users with more discretionar usage wil see substantially larger increases.

Why is the Company proposing an inverted rate for Residential Schedule 1 at
this time?
The proposed inverted rate design for Residential Schedule 1 is submitted consistent
with the terms of the Stipulation approved by the Commission in Order No. 30783
regarding the Company's 2008 Idaho General Rate Case (PAC-E-08-07). Term of
Stipulation #10 states, "Rocky Mountain Power agrees that it wil include an inverted
tier rate design proposal or option for residential customers in its next filed general
rate case for the Commssion's consideration." The proposed rate design in this
docket is fied consistent with that agreement.
Please explain the Company's proposed Monthly Customer Service Charge for
Residential Schedule 1.
The Company proposes that the curent monthly minimum charge be eliminated and
replaced with a proposed fixed Monthly Customer Service Charge of $12.00. A
Customer Service charge that achieves a high level of recovery of the fixed costs of
serving customers wil more appropriately assure that each customer pays its fai
share of costs and wil allow the Company a better opportnity to recover the fixed
costs of serving customers.
The residential Customer Service charge should recover customer-related
costs defined in Mr. C. Craig Paice's cost of service study includig Distribution-
Meter, Distribution-Service, Distribution-P&C, Distrbution-Transformer, and Retail
costs. These costs do not var with customer usage and are appropriately recovered
through the fixed Monthly Customer Service Charge. Ultimately, the Monthly
Customer Service Charge should recover all residential fixed costs. This wil assure

recovery of fixed costs regardless of usage and wil limit subsidies within the
customer class.
Based on the cost of service results, the inclusion of these fixed costs in the
Monthly Customer Service Charge would result in a rate of approximately $29.86 per
month. Exhibit No. 53 contains this calculation. Even though the cost of service
results could justify a higher Monthly Customer Service Charge than proposed in this
case, the Company is asking for less than that, in order to minimize impacts on small
usage customers.
How does Rocky Mountain Power's proposed residential Monthly Customer
Service Charge and proposed rate design compare with other Idaho utilties?
The Company conducted a survey of the Customer Charges of Idaho electrc utilties
in May, 2010. The results of the ten utilities surveyed indicated that the average
residential Customer Service Charge was $15.76 per month. The highest customer
charges in the surey were Fall River Electric Cooperative ($36.00/month), Northern
Lights ($25.00/month), and Clearater Electrc Cooperative ($18.00/month). If the
Company's proposed $12.00 Customer Service Charge is approved as filed, Rocky
Mountain Power's proposed Schedule 1 Customer Service Charge would rank the
fourth lowest out of eleven utilties in the state.
The Company's proposed residential rate design changes are reasonable.
They are cost-based, the Monthly Customer Service Charge is in line with other Idaho
utilties, and an inverted energy charge rate design wil send better price signals to
large users on Schedule 1.

How wil the Company's proposed rate design impact residential customers?
First, all residential customers wil pay a fixed Monthly Customer Service Charge
equal to $12.00 per month regarless of usage. At the same time, smaller users
(usage up to 800 kWh) wil see a corresponding reduction in their energy charge of
14.0 percent in the summer and 18.3 percent in the winter. On the other hand, large
users wil see per kWh charges that are substantially higher than today. While the
overall residential increase is 8.0 percent, the winter second block (tailblock) rate wil
be 10.4 percent higher than today while the summer tailblock rate wil be 16.1 percent
higher or two times the overall rate increase. Customers wil get clear price signals
that higher usage results in much higher costs.
As a result of the propose two block inverted rate structue, the average
Idaho residential customer who uses 839 kWh per month year round wil see an
average rate increase of only 84 cents per month, or 1.0 percent per month overall
under this proposaL. Large users wil see large dollar increases in their energy
charges while small users wil see decreases in their energy charges. We believe that
this rate design balances cost recovery, fairess, and provides customers price signals
concerning the higher costs of increasing energy usage.
What changes does the Company propose for Schedule 36, Time-of-Use
Residential Service?
The Company proposes to retain the existing time of use residential rate structue for
these customers and to apply increases to both the Customer Service Charge and to
the on- and off-peak energy charges. Even with these changes, customers on
Schedule 36 wil continue to benefit from the time of use rate design. If the

Base on the class cost of surey results which show that higher increases are needed
for demand charges than for energy charges, the Company proposes slightly greater
increases to demand rates than to energy rates.
Please describe the Company's proposed rate design changes for Schedule 10.
Similar to the results for Schedules 6, 6A, and 9, the class cost of service results for
Schedule 1 a show that higher increases are needed for demand charges than for
energy charges. Accordingly, the Company proposes slightly greater increases to
demand rates than to energy rates for irgation customers.
Please describe the Company's proposed rate design changes for Schedules 19,
23, 23A, 400 and 401.
For customers served on these schedules, the Company proposes a uniform

Residential Service
AVAILABILITY: At any point on the Company's interconnected system where there are facilties
of adequate capacity.
APPLICATION: This Schedule is for alternating curent electric service supplied at approximately
120 or 240 volts through one kilowatt-hour meter at a single point of delivery for all service required on the
premises for Residential purposes.
When conditions are such that service is supplied through one meter to more than one dwellng or
aparment unit, the charge for such service wil be computed by multiplying the minimum charges by the
maximum number of dwellng or apartment units that may be served.
When a portion of a dwelling is used regularly for business, professional or other gainful puroses,
the premises wil be classified as nonresidential and the appropriate schedule applied. However, if the
wirng is so aranged that the service for Residential puroses can be metered separately, this Schedule wil
be applied to such service.

Power Factor:
This rate is based on the Customer maintaining at all times a power factor of 85% lagging,
or higher, as determned by measurement. If the average power factor is found to be less
than 85% lagging, the Power as recorded by the Company's meter wil be increased by 3/4
of 1 % for every 1 % that the power factor is less than 85%.
Voltage Discount:
Where Customer takes service from Company's available lines of 2300 volts or higher and
provides and maintains all transformers and other necessar equipment, the voltage discount
based on measured Power wil be:
$0.62 per kW for all kWof Power
Minimum Bil:
The Customer Service Charge.
POWER: The kW as shown by or computed from the readings of Company's Power meter for the
15-minute period of Customer's greatest use during the month, determned to the nearest kW.
SEASONAL SERVICE: Service for annually recurring periods of seasonal use where service is
normally discontinued or curailed durng a par of the year may be contracted for under this Schedule under
either of the following conditions:
(a) Customer may contract for service under this Schedule on a year-round basis paying for all
service, including transformer losses where applicable, under the rates set fort under
"Monthly Bil" above including the monthly minimum bil during those months service is
curtailed or is not utilzed in the Customer's operation.
(b) Customer may contract for seasonal service under this Schedule with a net minimum
seasonal payment as follows:
$ 432.00 plus Power and Energy Charges for Customer takg service at less than
2300 volts and
plus Power and Energy Charges for Customer takng service at 2300 volts
or higher.

may be amended, and (2) a Residential Purchase and Sale Agreement, under Section 5(c) of such Act and in
effect between the Company and the Bonnevile Power Administration.
APPLICATION: This Schedule is for alternating current, single or three-phase electric service
supplied at Company's available voltage though one metering installation at a single point of delivery for all
service required on the preinises.

normally dìscontinued or curaìled dunng a par of the year may be contracted for under thìs Schedule under
eìther of the foUowìng condìtìons:
(a) Customer may contract for servìce under thìs Schedule on a year-round basìs payìng for all

SPECIAL CONDITION: Domestic use means all usual residential, apartment, seasonal dwelling,
and mobìle home cour use including domestic water pumping. Far use means all usual far electrical
loads for raising of crops, livestock or pasturage and includes primar processing necessar for safe and
effcient storage or shipment and irgation pumping.
Contiguous parcels of land under single-ownership or leasehold shall be considered to be one Farm
and noncontiguous parcels of land under single-ownership or leasehold shal be considered as one Far unit
when operated as a single Farm, unless demonstrated otherwise by the owner or lessee of the parcels.
A number of factors shall determine whether contiguous or noncontiguous parcels constitute one or
more Fars. These factors shallinclude, but are not limited to:

-- use
-- ownership
-- control
-- operating practices
-- distance between parcels
-- custom in the trade
-- billng treatment by the utilty
Operators of Far may be required to certify to the utilty all irgation accounts, including
horsepower rating.

Regulations of the Company on fie with and approved by the Idaho Public Utilties Commission, including

Customer by the Company in accordance with Electric Service Regulation NO.9. An advance may be
required under any of the following conditions:
(1) the Customer failed to pay all amounts owed to the Company when due and
payable;
(2) the Customer paid an advance the previous season that did not adequately cover
bils for the entie season and the Customer failed to pay any balance owing by the
due date of the final billng issued for the season.

AIR CONDITIONING: All ai conditioning equipment shall be permanently installed and shall be
the sole means of providing comfort cooling for the building space occupied by the Customer. All air
conditioning equipment and installation thereof and all supply wiring shall conform with the Company's
specifications. Electnc service for comfort cooling wil be metered and biled at the above rate only when
Customer also uses electnc service for his total space heating requirements.
WATER HEATING: Water heaters served hereunder shall be insulated storage, single or multiple-
unit type of constrction approved by the Company, the heating units of which shall be noninductive and
controlled by separate thermostats. Electnc service of storage water heating wil be metered and biled at the
above rate only when Customer also uses electnc service for his total space heating requirements.

APPLICATION: This Schedule is for alternating current electrc service supplied at approximately
120 or 240 volts though one kilowatt-hour meter at a single point of delivery for all service required on the
premises for Residential puroses.
When conditions are such that service is supplied though one meter to more than one dwellng or
aparment unit, the charge for such service wil be computed by multiplying the minimum charges by the
maximum number of dwellng or aparment units that may be served.
When a portion of a dwelling is used regularly for business, professional or other gainful purposes,
the premises wil be classified as nonresidential and the appropriate schedule applied. However, if the

specifications. Electrc service for comfort cooling wil be metered and biled at the above rate only when
Customer also uses electrc service for his total space heating requirements.
WATER HEATING: Water heaters served hereunder shall be insulated storage, single or multple~
unit type of constrction approved by the Company, the heating units of which shall be noninductive and
controlled by separte thermostats. Electric service of storage water heating wil be metered and biled at the
above rate only when Customer also uses electrc service for his total space heating requirements.

"Monthly Bil" above including the monthly minimum bil during those months service is
curtailed or is not utilzed in the Customer's operation.
