Blue Ribbon Energy LLC is in the process of trying to build several wind farms and has its
financials prepared, based upon the present wind integration rate of $5.19. Raising that rate
to $9.96, as requested by Paci ficorp, could jeopardize Blue Ribbon i s ability to complete the
financing which is now in process. The present financials would have to be revised. Nearly
doubling the integration rate (as Paci ficorp requests) would substantially lower the IRR in
the Blue Ribbon financials, and could substantially reduce or destroy the feseabili ty of
completing Blue Ribbon i s wind farms.
Therefore, Blue Ribbon Energy LLC recomends against and protests Paci ficorp i s request to
raise the wind integration fee from $5.19 up to $9.96 MWh. During prior settlement
negotiations, Paci ficorp agreed to the $5.19/MWh wind integration rate, and other persons,
such as Blue Ribbon Energy LLC, have moved forward since then in reliance on that published
wind integration rate, approved by the IPUC. If the rate is changed it ought not to affect
those persons who are at present in process of developing wind farms and obtaining financing.
In the event that the IPUC overrules the objections of interested parties to any wind
integration rate increase at present, then, and only then, does Blue Ribbon Energy LLC
sustain and support the recommendations of the IPUC staff as filed with the Commission under
Staff Comments in this case, that the wind integration rate for Pacificorp not be raised more
that the amount presently approved for Idaho Power and A Vista, which recommended rate is
$6. 59/MWh.
