IDAHO IRIGATION PUMPERS ASSOCIATION, INC. ("IIPA"), by and
through its attorneys, hereby respectfully submits following comments with respect to the
above matter.
Rocky Mountain Power ("RMP") seeks to revise its Schedule 72A Irrgation Load
Control Credit Rider Dispatch Program ("Schedule 72A") to clarify certain aspects of the
program. Of concern to the lIP A was the language dealing with the ability for RM to
provide the load control credit payment to the participant either in the form of a check or
at RMP's "discretion" a credit against the participants outstanding account balance.
LIP A participated in a conference call with the Commission Staff and RMP
wherein we voice concern about the lack of certainty that resulted from this language in
the payment of the credit. RMP has since provided revised language to tariff sheet 72A.2
that provides a credit wil only be issued against an outstanding account if that account

balance is 30 days or more past due at the time of the issuance of the load control credit.
The lIP A believes that this provides the needed certainty as to when a credit wil be
issued as opposed to a check to the participants. We believe that RMP should be able to
offset the load control credit against delinquent accounts to avoid additional collection
costs that may otherwise be allocated to the irrgation class in future rate cases. With
RMP's changed language, the IIPA supports RMP's application for the revisions to
Schedule 72A.
