On Februar 11, 2009, PacifiCorp dba Rocky Mountain Power fied an Application
with the Commission seeking authority to revise its Schedule 72A Irrigation Load Control Credit
Rider Dispatch Program. More specifically, the Company requests changes to tarff Sheet Nos.
72A.l, 72A.2, 72A.3 and 72AA. The Company requests that the Application be processed by
Modified Procedure with a proposed effective date of March 13,2009.
THE APPLICATION
YOU ARE HEREBY NOTIFIED that Rocky Mountain Power seeks to revise its
Schedule 72A, Irrgation Load Control Credit Rider Dispatch Program.
YOU ARE FURTHER NOTIFIED that tarff Sheet No. 72A.l addresses the purose
of Schedule 72A. The proposed change provides the Company's rationale for preseason Internet
access.
YOU ARE FURTHER NOTIFIED that tariff Sheet No. 72A.2 addresses load control
service credit. The Company's proposed modifications would allow the Company to issue a
credit in lieu of a check for the Load Control Service Credit ("Credit"), at its discretion, at the
end of the season. Additional language was added to clarify how average demand is calculated
when two years of usage history is unavailable. Language was also added to indicate that the
tiered credit was designed to promote program participation. A revision was included to correct
the notification date for paricipation from Februar 15 to April 15.
YOU ARE FURTHER NOTIFIED that the proposed changes to tarff Sheet Nos.
72A.3 and 72AA add language to clarify the Company's notification procedures for a dispatch
event and revise language to the liquidated damages section from actual prices paid by the

Company for replacement power to the day ahead on-peak price at Four Corners as quoted at the
Intercontinental Exchange (ICE).
YOU ARE FURTHER NOTIFIED that the Company requests a March 13,2009,
effective date.
YOU ARE FURTHER NOTIFIED that the Application, supporting workpapers and
exhibits have been filed with the Commission and are available for public inspection during
regular business hours at the Commission offices. The Application and other workpapers are
also available on the Commission's website at www.puc.idaho.gov under "File Room" and then
"Electric Cases."
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal evidentiar hearing in this matter and wil proceed under
Modified Procedure pursuant to the Commission's Rules of Procedure 201 through 204, IDAPA
31.01.01.201 through .204. The Commission notes that Modified Procedure (with wrtten
comments) has proven to be an effective means for obtaining public input and participation in
cases of this nature.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may fie a written comment in support or opposition with the Commission no later
than 30 days from the date of this Order. The comment must contain a statement of reasons
supporting the comment. Persons desiring a hearing must specifically request a hearing in their
written comments. Written comments concerning this Application shall be mailed to the
Commission and the Applicant at the addresses reflected below:

YOU ARE FURTHER NOTIFIED that if no written comments or protests are
received within the time limit set, the Commssion will consider this matter on its merits and
enter its Order without a formal hearing. If wrtten comments are received within the time limit
set, the Commission will consider them and, in its discretion, may set the same for formal
hearing.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter wil be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code and specifically
Idaho Code §§ 61-307, 61-502, and 61-622. The Commission may enter any final Order
consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter wil be
conducted pursuant to the Commission's Rules of Procedure, IDAPA 31.01.01.000, et seq.
SUSPENSION OF PROPOSED EFFECTIVE DATE
Due to the limited time between when the Company fied its Application and when it
requests that the changes become effective, the Commission finds that it canot adequately
review Rocky Mountain Power's requested Schedule 72A changes before the proposed effective
date of March 13,2009. Pursuant to Idaho Code §§ 61-622 and 61-623, the Commission hereby
suspends the proposed changes for a period of thirt (30) days plus five (5) months from March
13,2009, or until such time as the Commission enters an Order accepting, rejecting or modifying
the request in this matter.
ORDER
IT IS HEREBY ORDERED that this case be processed under Modified Procedure.
Interested persons and the paries may fie written comments no later than 30 days from the
service date of this Order.
