Q.Please state your name, business address and present position with Rocky Mountain Power (the Company), a division of PacifCorp. My name is Michael J. Zimmerman. My business address is 825 NE Multnomah 4 Street, Suite 2000, Portland, Oregon 97232. My present position is Consultant, 5 Pricing and Cost of Service in the Regulation Deparment. 6 Qualifcations 7 Q. 8 A. 9 10 11 12 13 Q. 14 A. 15 Q. 16 A. Briefly describe your educational and professional background. I have a Bachelor of Arts degree in Accounting from the University of Wisconsin- Milwaukee. I stared with the Company in 1985 as a Cost Analyst for Pacific Telecom, an affliated company and joined the Company as a Lead/Senior Regulatory Analyst in the Pricing Deparment in November 1997. In December 2001, I assumed my present position. Have you appeared as a witness in previous regulatory proceedings? Yes. What are your responsibilties in this proceeding? I am responsible for the Company's proposed rate spread and rate design changes 17 in this case. 18 Proposed Rate Spread 19 Q. 20 A. 21 22 23 Please describe Rocky Mountain Power's proposed rate spread in this case. The proposed rate spread has been guided by the Company's cost of service study filed in this case. As a result of the Commission order in the Company's previous general rate case, (Case No. PAC-E-07-05), the Company wil not seek to recover the revenue shortfalls related to tarff Schedules 400 and 401 from other Idaho Zimmeran, Di - 1 Rocky Mountain Power 1 customers. 2 For the non-contract rate schedules, the Company proposes to allocate the 3 balance of the revenue requirement increase among the three groups where the 4 cost of service results recommend price increases; residential, irrgation, and large 5 general service customers. Overall, the Company proposes to follow the cost of 6 service results with the caveat that no rate schedule receive an increase of more 7 than two times the overall average increase and that no rate schedule receive a 8 price decrease. 9 For large general service customers (Schedules 6, 6A, 9, and 35), where 10 the cost of service study recommends an increase in excess of nine percent, the 11 Company recommends an increase of 7.96 percent-two times the overall average 12 increase. For residential customers, as recommended by the cost of service 13 results, the Company proposes an increase of 4.73 percent. Lastly for irrgation 14 and Schedule 19 customers, where the cost of service study recommends smaller 15 increases, the Company recommends an increase of 2.31 percent. 16 For rate schedule classes for which cost of service results suggest the need 17 for price decreases, the Company proposes to make no change to present rate 18 levels. Schedules 23, 23A and street and area lighting schedules fall into this 19 category. For each of these rate schedules, price decreases suggested by the cost 20 of service results are relatively small. During a time of rising costs, it is more 21 appropriate to maintain price stabilty for these rate schedules and to minimize 22 price impacts on those rate schedule classes requiring price increases. The Company proposes that these rates become effective April 1,2009. Please provide a summary of the Company's proposed allocation of the requested price increase between customer classes. The overall proposed price increase to the rate schedule classes is 3.98 percent. Exhibit No. 23 shows the estimated effect of the proposed price change by rate schedule for the normalized test period. The table displays the present schedule number, the proposed schedule number, the average number of customers during the test year, and the megawatt-hours of energy use in Columns (2) through (5). Revenues by tarff schedule are divided into two columns - one for present revenues and one for proposed revenues. Column (7) shows anualized revenues under proposed base rates. Columns (8) and (9) show the dollar and percentage changes in base rates. Column (10) shows present revenues expressed on an overall average cents per kilowatt-hour basis and Column (11) shows proposed revenues expressed on an overall average cents per kilowatt-hour basis. Please describe Exhibit Nos. 24 and 25. Exhibit No. 24 contains the Company's proposed revised tarffs in this case. Exhibit No. 25 contains the revised tariff sheets in legislative format. Including the effects of the requested increase, how have the Company's rates in Idaho changed over time? Since 1986, the Company's overall Idaho base rates collected from the rate schedule classes (i.e., standard tarff customers excluding tariff Schedules 400 and 401) have increased only three times, and the overall base rates for these rate schedule classes have increased less than one percent. Including the effects of the full increase proposed in this case, overall base rates for the major rate schedule customers in Idaho wil have increased less than five percent since 1986. Over that same 22-year period, the Consumer Price Index has increased by over 96 percent. If the Company's proposed increase in this case is approved as filed, changes to overall base rates wil have declined on a real basis by over 46 percent since 1986. After including the effects of inflation, base residential rates wil have declined 43 percent since 1986; irrgation rates, almost 40 percent; general service rates, 58 percent; and large general service rates, 56 percent. Clearly electrcity has been a good value for our Idaho customers. Zimmerman, Di - 4 Rocky Mountain Power Residential Rate Design 2 Q.Please describe the Company's proposed residential rate design changes. 3 A.For Schedule 1 residential customers, the Company proposes to implement the 4 price increase while keeping the present differential between summer and winter 5 energy charges. The Company also proposes to increase the minimum bil 6 amounts by as close to the overall percentage increase as possible. For Optional 7 Schedule 36 residential customers, the Company also proposes to keep the present 8 ratios between summer/winter energy charges and on-peak/off-peak energy 9 charges. The Company proposes to increase the customer charge by 4.71 percent, 10 from $13.17 to $13.79 per month. 11 Q.How wil the proposed residential rate designs impact customers? 12 A.Exhibit No. 26 contains Monthly Biling Comparisons for the Company's 13 proposed tarff revisions. For residential customers (Schedule 1 and 36), the 14 Monthly Biling Comparsons show that the Company's rate design proposals 15 produce uniform percentage impacts across usage levels. 16 General Service & Irrigation Rate Design 17 Q. 18 A. Is the Company proposing to eliminate Schedule 8? Yes. Over time, customers have been migrating from Schedule 8 to other rate 19 schedules. At present, only two customers remain on Schedule 8, and it is clearly 20 time to eliminate this rate schedule. We propose to move the two remaining 21 customers on Schedule 8 to Schedule 6. By moving to Schedule 6 these customers 22 would receive an average increase of 4.1 0 percent, compared to an average 23 increase of 7.96 percent for the rest of Schedule 6. Zimmerman, Di - 5 Rocky Mountain Power 1 Q.Please describe the Company's proposed rate design changes for Schedules 6, 2 6A, and 9. 3 A.The Company proposes to implement the price change on a uniform percentage 4 basis to each of the three components; customer, demand, and energy charges for 5 each of these schedules. 6 Q.Please describe the Company's proposed rate design changes for Schedule 7 10. 8 A.The Company proposes to retain the current rate structure of Schedule 10. The 9 Company also proposes to implement the price change for Schedule lOon a 10 uniform percentage basis to each of the three components; customer, demand, and 11 energy charges, and to maintain the current relationships between the energy 12 blocks and the current ratio of on-season to off-season average revenues. 13 Commercial and Industrial Space Heating 14 Q.What does the Company propose for Commercial and Industrial Space 15 Heating, Schedule 19? 16 A.The Company is proposing; a price increase of 2.31 percent and to continue to 17 move Schedule 19 customers who bil cheaper to Schedules 23 or 6. This 18 approach is consistent with the Company's methodology approved by the 19 Commission in the previous general rate case (Case No. PAC-E-07-05), and is in 20 furtherance of the ultimate goal of eliminating Schedule 19 in the future. 21 Monthly Biling Comparisons 22 Q.Please explain Exhibit No. 26. 23 A.As referenced earlier, Exhibit No. 26 details the customer impacts ofthe Zimmerman, Di - 6 Rocky Mountain Power 1 Company's proposed pricing changes. For each rate schedule, it shows the doll 2 and percentage change in monthly bils for various load and usage levels. 3 Biling Determinants 4 Q.Please explain Exhibit No. 27. 5 A.Exhibit No. 27 details the biling determinants used in preparing the pricing 6 proposals in this case. If the average power factor is found to be less than 85% lagging, the Power as recorded by the Company's meter wil be increased by 3/4 of 1 % for every 1 % that the power factor is less than 85%. Voltage Discount: Where Customer takes service from Company's available lines of 2300 volts or higher and provides and maintains all transformers and other necessar equipment, the voltage discount based on measurd Power wil be: $0.53 per kW for all kW of Power Minimum Bil: The Customer Service Charge. POWER: The kW as shown by or computed from the readings of Company's Power meter for the 15-minute period of Customer's greatest use during the month, determined to the nearest kW. SEASONAL SERVICE: Service for annually recurg periods of seasnal use where service is normally discontinued or curiled durng a par of the year may be contrcted for under this Schedule under either of the following conditions: (a) Customer may contrt for service under this Schedule on a year-round basis paying for all service, including transformer losses where applicable, under the rates set fort unde "Monthly Bil" above including the monthly minimum bil durg those months service is curiled or is not utilized in the Customer's operation.
