Mountain Power (the Company), a division of PacifCorp.
My name is Michael J. Zimmerman. My business address is 825 NE Multnomah

Briefly describe your educational and professional background.
I have a Bachelor of Arts degree in Accounting from the University of Wisconsin-
Milwaukee. I stared with the Company in 1985 as a Cost Analyst for Pacific
Telecom, an affliated company and joined the Company as a Lead/Senior
Regulatory Analyst in the Pricing Deparment in November 1997. In December
2001, I assumed my present position.
Have you appeared as a witness in previous regulatory proceedings?
Yes.
What are your responsibilties in this proceeding?
I am responsible for the Company's proposed rate spread and rate design changes

Please describe Rocky Mountain Power's proposed rate spread in this case.
The proposed rate spread has been guided by the Company's cost of service study
filed in this case. As a result of the Commission order in the Company's previous
general rate case, (Case No. PAC-E-07-05), the Company wil not seek to recover
the revenue shortfalls related to tarff Schedules 400 and 401 from other Idaho

1 customers.
2 For the non-contract rate schedules, the Company proposes to allocate the
3 balance of the revenue requirement increase among the three groups where the
4 cost of service results recommend price increases; residential, irrgation, and large
5 general service customers. Overall, the Company proposes to follow the cost of
6 service results with the caveat that no rate schedule receive an increase of more
7 than two times the overall average increase and that no rate schedule receive a
8 price decrease.
9 For large general service customers (Schedules 6, 6A, 9, and 35), where
10 the cost of service study recommends an increase in excess of nine percent, the
11 Company recommends an increase of 7.96 percent-two times the overall average
12 increase. For residential customers, as recommended by the cost of service
13 results, the Company proposes an increase of 4.73 percent. Lastly for irrgation
14 and Schedule 19 customers, where the cost of service study recommends smaller
15 increases, the Company recommends an increase of 2.31 percent.
16 For rate schedule classes for which cost of service results suggest the need
17 for price decreases, the Company proposes to make no change to present rate
18 levels. Schedules 23, 23A and street and area lighting schedules fall into this
19 category. For each of these rate schedules, price decreases suggested by the cost
20 of service results are relatively small. During a time of rising costs, it is more
21 appropriate to maintain price stabilty for these rate schedules and to minimize
22 price impacts on those rate schedule classes requiring price increases. This wil
23 assure that gradual movement toward full cost of service responsibilty is

maintained for all rate schedule classes. The Company proposes that these rates
become effective April 1,2009.
Please provide a summary of the Company's proposed allocation of the
requested price increase between customer classes.
The overall proposed price increase to the rate schedule classes is 3.98 percent.

Please describe Exhibit No. 23.
Exhibit No. 23 shows the estimated effect of the proposed price change by rate
schedule for the normalized test period. The table displays the present schedule
number, the proposed schedule number, the average number of customers during
the test year, and the megawatt-hours of energy use in Columns (2) through (5).
Revenues by tarff schedule are divided into two columns - one for present
revenues and one for proposed revenues. Column (6) shows annualized revenues

base rates. Columns (8) and (9) show the dollar and percentage changes in base
rates. Column (10) shows present revenues expressed on an overall average cents
per kilowatt-hour basis and Column (11) shows proposed revenues expressed on
an overall average cents per kilowatt-hour basis.
Please describe Exhibit Nos. 24 and 25.
Exhibit No. 24 contains the Company's proposed revised tarffs in this case.
Exhibit No. 25 contains the revised tariff sheets in legislative format.
Including the effects of the requested increase, how have the Company's
rates in Idaho changed over time?
Since 1986, the Company's overall Idaho base rates collected from the rate
schedule classes (i.e., standard tarff customers excluding tariff Schedules 400 and
401) have increased only three times, and the overall base rates for these rate
schedule classes have increased less than one percent. Including the effects of the
full increase proposed in this case, overall base rates for the major rate schedule
customers in Idaho wil have increased less than five percent since 1986. Over
that same 22-year period, the Consumer Price Index has increased by over 96
percent. If the Company's proposed increase in this case is approved as filed,
changes to overall base rates wil have declined on a real basis by over 46 percent
since 1986. After including the effects of inflation, base residential rates wil
have declined 43 percent since 1986; irrgation rates, almost 40 percent; general
service rates, 58 percent; and large general service rates, 56 percent. Clearly
electrcity has been a good value for our Idaho customers.

Residential Rate Design
2 Q.Please describe the Company's proposed residential rate design changes.
3 A.For Schedule 1 residential customers, the Company proposes to implement the
4 price increase while keeping the present differential between summer and winter
5 energy charges. The Company also proposes to increase the minimum bil
6 amounts by as close to the overall percentage increase as possible. For Optional
7 Schedule 36 residential customers, the Company also proposes to keep the present
8 ratios between summer/winter energy charges and on-peak/off-peak energy
9 charges. The Company proposes to increase the customer charge by 4.71 percent,
10 from $13.17 to $13.79 per month.
11 Q.How wil the proposed residential rate designs impact customers?
12 A.Exhibit No. 26 contains Monthly Biling Comparisons for the Company's
13 proposed tarff revisions. For residential customers (Schedule 1 and 36), the
14 Monthly Biling Comparsons show that the Company's rate design proposals
15 produce uniform percentage impacts across usage levels.

Is the Company proposing to eliminate Schedule 8?
Yes. Over time, customers have been migrating from Schedule 8 to other rate
19 schedules. At present, only two customers remain on Schedule 8, and it is clearly
20 time to eliminate this rate schedule. We propose to move the two remaining
21 customers on Schedule 8 to Schedule 6. By moving to Schedule 6 these customers
22 would receive an average increase of 4.1 0 percent, compared to an average
23 increase of 7.96 percent for the rest of Schedule 6.

8 A.The Company proposes to retain the current rate structure of Schedule 10. The
9 Company also proposes to implement the price change for Schedule lOon a
10 uniform percentage basis to each of the three components; customer, demand, and
11 energy charges, and to maintain the current relationships between the energy
12 blocks and the current ratio of on-season to off-season average revenues.

16 A.The Company is proposing; a price increase of 2.31 percent and to continue to
17 move Schedule 19 customers who bil cheaper to Schedules 23 or 6. This
18 approach is consistent with the Company's methodology approved by the
19 Commission in the previous general rate case (Case No. PAC-E-07-05), and is in
20 furtherance of the ultimate goal of eliminating Schedule 19 in the future.

AVAILABILITY: At any point on the Company's interconnected system where there ar facilties
of adequate capacity.
APPLICATION: This Schedule is for alternating curent electrc serice supplied at approximately
120 or 240 volts through one kilowatt-hour meter at a single point of delivery for all service required on the
premises for Residential puroses.
When conditions are such that service is supplied though one meter to more than one dwellng or
apartent unit, the charge for such service wil be computed by multiplying the minimum charges by the
maximum number of dwellng or aparent unts that may be served,
When a portion of a dwellng is used regularly for business, professional or other gainful puroses,
the premises wil be classified as nonresidential and the appropriate schedule applied. However, if the
wiring is so arranged that the servce for Residential puroses can be metered separately, this Schedule will
be applied to such service.

Power Factor:
This rate is based on the Customer maintaining at all times a power factor of 85% lagging,
or higher, Jl.s.determined by measurement. If the average power factor is found to be less
than 85% lagging, the Power as recorded by the Company's meter wil be increased by 3/4
of 1 % for every 1 % that the power factor is less than 85%.
Voltage Discount:
Where Customer takes service from Company's available lines of 2300 volts or higher and
provides and maintains all transformers and other necessar equipment, the voltage discount
based on measurd Power wil be:
$0.53 per kW for all kW of Power
Minimum Bil:
The Customer Service Charge.
POWER: The kW as shown by or computed from the readings of Company's Power meter for the
15-minute period of Customer's greatest use during the month, determined to the nearest kW.
SEASONAL SERVICE: Service for annually recurg periods of seasnal use where service is
normally discontinued or curiled durng a par of the year may be contrcted for under this Schedule under
either of the following conditions:
(a) Customer may contrt for service under this Schedule on a year-round basis paying for all
service, including transformer losses where applicable, under the rates set fort unde
"Monthly Bil" above including the monthly minimum bil durg those months service is
curiled or is not utilized in the Customer's operation.
(b) Customer may contract for seasonal service under this Schedule with a net minimum
seasonal payment as follows:

may be amended, and (2) a Residential Puchase and Sale Agreement, under Section 5(c) of such Act and in
effect between the Company and the Bonneville Power Admnistrtion.

effcient storage or shipment and irrgation pumping.
Contiguous parcels of land under single-ownership or leasehold shall be considered to be one Fann
and noncontiguous parcels of land under single-ownership or leasehold shall be considered as one Far unit
when operated as a single Far, unless demonstrted otherwise by the owner or lessee of the parcels.
A number of factors shall determne whether contiguous or noncontiguous parcels constitute one or
more Fars. These factors shall include, but are not limited to:

-- ownership
-- control
-- operating practices
-- distace between parcels
-- custom in the trade
-- biling treatment by the utility
Operators of Fanns may be required to certify to the utilty all irrgation accounts, including

Customer also uses electrc service for his total space heating requirements.
WATER HEATING: Water heaters served hereunder shall be insulated storage, single or mu1tiple-
unit tye of constrction approved by the Company, the heating units of which shall be noninductive and
controlled by separate thermostats, Electrc serice of storage water heating wil be metered and biled at the
above rate only when Customer also uses electrc service for his total space heating requirements.

Residential Servce
AVAILABILITY: At any point on the Company's interconnected system where there are facilties
of adequate capacity.
APPLICATION: This Schedule is for alternating curent electrc service supplied at approximately
120 or 240 volts through one kilowatt-hour meter at a single point of delivery for all service required on the
premises for Residential purposes.
When conditions are such that service is supplied through one meter to more than one dwellng or
apartment unit, the charge for such service wil be computed by multiplying the minimum charges by the
maximum number of dwellng or aparment units that may be served.
When a portion of a dwellng is used regularly for business, professional or other gainful puroses,
the premises wil be classified as nonresidential and the appropriate schedule applied. However, if the

Holidays include only New Year's Day, President's Day, Memorial Day, Independence Day,
Labor Day, Thanksgiving Day, and Chrstmas Day, When a holiday falls on a Satuday or Sunday, the
Friday before the holiday (if the holiday falls on a Satuday) or the Monday following the holiday (if the
holiday falls on a Sunday) wil be considered a holiday and consequently Off-Peak.
Power Factor: This rate is based on the Customer maintaining at all times a Power factor of 85%
lagging, or higher, as determned by measurement. If the average Power factor is found to be less than 85%
lagging the Power as recorded by the Company's meter wil be increased by 3/4 of 1 % for every 1 % that the
Power factor is less than 85%.
Voltage Discount: Where Customer takes service from Company's available lines of 2,300 volts or
higher and provides and maintains all transformers and other necessary equipment, the voltage discount
based on highest measured Power during the biling cycle wil be:

MONTHLY BILLING REDUCTION: Rates in this schedule shall be reduced by the monthly
kilowatt-hour credit adjustment set forth under "Monthly Rates" in the curently effective Electric Service
Schedule No. 34.
POWER: The On-Peak kW shall be the kW as shown by or computed from the readings of
Company's Power meter for the 15-minute penod of Customer's greatest use durg the On-Peak periods
during the month as previously defined, adjusted for Power Factor as specified, determned to the nearest
kW.
SEASONAL SERVICE: Service for annually recurng periods of seasonal use where service is
normally discontinued or curtailed dunng a part of the year may be contracted for under this schedule under
either of the following conditions:
(a) Customer may contract for service under this schedule on a year-round basis paying for all
service, including transformer losses where applicable, under the rates set fort under
"Monthly Bill" above including the monthly minimum bil during those months service is
curtiled or is not utilized in the Customer's operation.
(b) Customer may contract for seasonal service under this schedule with a net minimum
seasonal payment as follows:
$ ~666.42 plus Power and Energy Charges for Customer taking service at less than
2300 volts, and
$1,~64L68 plus Power and Energy Charges for Customer tang service at 2300 volts
or
higher,
CONTRACT PERIOD: One year or longer.
SPECIAL CONDITION: Farm use means all usual farm electrical loads for raising of crops,
livestock or pasturage and includes pnmar processing necessary for safe and effcient storage or shipment.
Contiguous parcels of land under single-ownership or leasehold shall be considered to be one Farm
and noncontiguous parcels of land under single-ownership or leasehold shall be considered as one Farm unit
when operated as a single Farm, unless demonstrated otherwise by the owner or lessee ofthe parcels.
