On April 18, 2008, PacifiCorp dba Rocky Mountain Power ("Rocky Mountain
Power ) filed an Application for a Certificate of Public Convenience and Necessity pursuant to
Idaho Code 99 61-526 through 528 , IDAPA 31.01.01.111 and 112 and Commission Order No.
26665. Rocky Mountain Power is seeking the Commission s authorization to construct a 345 kV
Transmission Line a/k/a Populus-Terminal Transmission Line to be located in Bannock and
Oneida Counties and a new substation to be located in Downey, Idaho.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that PacifCorp, a Utah corporation providing retail
electric service to customers in Utah, Wyoming and Idaho with its principal place of business in
Salt Lake City, Utah, seeks the Commission s authorization to construct a 345 kV Transmission
Line ("Transmission Line ) and a new substation to be located in Downey, Idaho, hereinafter
collectively referred to as "the Project." The Transmission Line portion of the Project would
extend from an existing substation located southwest of the Salt Lake City International Airport
to the new substation in Downey, Idaho.
YOU ARE FURTHER NOTIFIED that Rocky Mountain Power believes the Project
is necessary and in the public interest so that the Company can meet the demand associated with
significant increases in its retail loads" and enhance reliability of service for its customers
through increased transfer capability between the Company s east and west control areas.
YOU ARE FURTHER NOTIFIED that Rocky Mountain Power states that the Project
will allow the delivery of power from its Goshen Wind Project, as well as future power projects
the Company anticipates that it will construct in Idaho and Wyoming.

YOU ARE FURTHER NOTIFIED that Rocky Mountain Power believes the Project
will provide the Company with more flexibility in assessing planned additions to its generation
capacity.
YOU ARE FURTHER NOTIFIED that the total cost of the Project is estimated to be
around $750 million.
YOU ARE FURTHER NOTIFIED that Rocky Mountain Power has secured franchise
agreements permitting construction within "public thoroughfares" and has applied, or is in the
process of applying, with local governmental entities for conditional-use permits and other
similar land use authorizations.
YOU ARE FURTHER NOTIFIED that Rocky Mountain Power asserts that it will be
able to finance the Project either from its own internal funds or through external capital sources.
The Company estimates that the Project will increase its revenue requirement from its Idaho
customers by approximately 3%.
YOU ARE FURTHER NOTIFIED that Rocky Mountain Power does not contemplate
that the Project will conflict with or otherwise affect the operations of existing public electric
utilities.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Commission s Rules of Procedure, IDAP A
31.01.01.201 through .204.The Commission notes that Modified Procedure and written
comments have proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission within
sixty (60) days from the service date of this Notice. The comment must contain a statement of
reasons supporting the comment. Persons desiring a hearing must specifically request a hearing
in their written comments. Written comments concerning this Application shall be mailed to the
Commission and the Rocky Mountain Power at the addresses reflected below:

YOU ARE FURTHER NOTIFIED that if no written comments or protests are
received within the time limit set, the Commission will consider this matter on its merits and
enter its Order without a formal hearing. If written comments are received within the time limit
set, the Commission will consider them and, in its discretion, may set the same for formal
hearing.
YOU ARE FURTHER NOTIFIED that the Application seeking the Commission
authorization to construct a 345 k V Transmission Line, a/k/a Populus-Terminal Transmission
Line, to be located in Bannock and Oneida Counties as well as a new substation to be located in
Downey, Idaho has been filed with the Commission and is available for public inspection during
regular business hours at the Commission offices. The Application and Agreement are also
available on the Commission s Website at www.puc.idaho.gov by clicking on "File Room" and
then the "Electric Cases.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission s jurisdiction under Title 61 of the Idaho Code and specifically
Idaho Code 9 61-526. The Commission may enter any final Order consistent with its authority
under Title 61.

conducted pursuant to the Commission s Rules of Procedure, IDAPA 31.01.01.000 et seq.

IT IS HEREBY ORDERED that this Application will be processed under Modified
Procedure. Persons interested in submitting written comments regarding this case or protesting
the use of Modified Procedure should do so no later than 60 days from the service date of this
Notice.
