Rocky Mountain Power proposes enhancements
to energy efficiency programs
Rocky Mountain Power has fied for approval to increase its Customer Effciency Services
surcharge to all customer classes except special contracts. If approved by the Idaho Public Utilties
Commssion (IPUC), the surcharge will increase 2.2 percent for all customer classes, a monthy
increase of about $1.56 for the average residential customer, and will become effective May 1, 2008.
The surcharge will provide an estimated $4.9 milion in anual revenue to fud enhancements to the
company's demand side management programs offered to customers.
"The company offers a varety of programs to assist customers in reducing their energy
consumption and managing their peak loads," said Richard Walje, Rocky Mountain Power
president. "Ths fuding increase will allow the company to expand programs and achieve greater
results."
The revenue increase is needed to provide fuding for a new program, Energy FinAswer, to
provide services and incentives to commercial and industrial customers who complete projects that
will reduce energy consumption. It will also increase fuding for other programs already offered by
the company such as Irrgation Load Control, Home Energy Savings, Irrigation Energy Savers, and
FinAswer Express. Other popular programs will continue without any changes including
refrgerator recycling and low-income weatherization services.
Rocky Mountain Power's proposal is subject to public review and approval by the IPUC.

available for review durng regular business hours at the IPUC offce in Boise and at the company's
offces in Rexburg, Preston, Shelley and Montpelier.

and price change
Rocky Mountain Power is committed to
delivering safe, reliable power at a fair price.
Part of that commtment is providing
program and inormation to help you save
energy and money. In order to improve and
enhance our existig energy efficiency
programs, Rocky Mountain Power has fied
for approval to enhance programs for business
and residential customers, add a new energy
efficiency program for our commercial and
industral customers and adjust the collection
rate of the existing Demand Side Management
(DSM) cost recovery mechanism.
The enhanced energy effciency programs wi
offer inormtion, serces and cash incentives
to help customers install energy effcient
equipment or make permanent operational
changes to reduce energy consumption and
save money.
The filing proposes to collect annual revenue
of $4.9 million.* Program costs will continue
to be colleced by Rocky Mountain Power
as a line item called "Customer Effciency
Services" on bils instead of including the
costs as part of general rates. If the proposa is
approved as filed, the residential price incrase

using 790 kiowatt-hour, the prpoed incrase
would be about $1.56 per month. Revenue
collected from commercial, industrial
(excluding speal contracts) and irgation
customers would also increase 2.2 percent.
The company filed the application with the
Idaho Public Utities Commssion OPUC) on
Februar 14/ 2008. The application is a proposal,
subject to public review and IPUC approval
before it can take effect. If approved, Rock
Mountain Power would start offering the
proposed programs, and rate adjustments
would become effectve May 1/ 2008/ or when
the commssion approves the application,
whichever is later.
