Rocky Mountain, Fall River propose property transfer

Rocky Mountain Power and Fall River Rural Electric are asking state regulators to approve the transfer of about 150 households in the Teton Valley from Rocky Mountain Power’s service territory to Fall River’s.

Both utilities serve customers in the Teton County basin of southeastern Idaho. Growth in the basin is increasing the potential for duplication of facilities, which presents operational issues for both companies.

The two utilities are proposing to transfer about 150 customers on the west side of the valley, including equipment such as poles and transformers, to Fall River. The transfer would not immediately impact rates because Fall River is proposing to serve the transferred customers under Rocky Mountain’s rate structure for five years.

Rocky Mountain Power, formerly known as Utah Power, is a regulated investor-owned utility. Fall River is a publicly owned electric cooperative, which does not fall under the commission’s jurisdiction. However, state statute requires that any sale, transfer or lease of property belonging to a regulated utility be approved by the state Public Utilities Commission.
