Attn: Paul Kjellander, Mack Redford, and Marsha Smith RE: PacificCorp Dear Commissioners: We recently received a copy of a letter you received from the Caribou County Commissioners concerning a proposed rate increase by PacifiCorp. The example of Monsanto was mentioned and how the closure of this plant would affect Caribou County. Franklin County does not have mining industries as does Caribou and Bannock Counties. We sympathize with their concerns. However this proposed increase would have a great affect upon the hundreds of irrigators in Franklin County who are already "smarting over the loss of the BP A credits recently. We have other industries in Franklin County that are heavy electrical users: Pioneer Publishing, Trails West, Lundahl Manufacturing, Ritewoods, Preston and West Side School Districts, and Franklin County. We have an industrial park and would like to attract new industry to Franklin County. High utility rates make it difficult to attract new businesses. \Vc agree 'ith the Caribou County Commissioners that it hardly seems fair to charge existing businesses and residences for the cost of new electrical generation plants which is needed to serve future growth. Weare requesting the Idaho Public Utilities Commission carefully reconsider approving this rate increase based upon the economic affect it will have upon the existing businesses in Franklin County and Southeastern Idaho. We also respectfully ask that you consider these facts as you make your decision. Respectfully, . .
