Pursuant to Idaho Public Utilities Commission Rule 43 and Idaho Bar Commission
Rule 222, the undersigned local counsel, John R. Hammond, Jr., hereby petitions the Idaho
Public Utilities Commission ("Commission ) for admission of the undersigned applying
counsel, Justin Lee Brown, for the purpose of the above-captioned matter.
Justin Lee Brown hereby certifies that he is an active member, in good standing, with
the bar of the state of Utah, that he maintains the regular practice of law at the above-noted
address, and that he is not a resident ofthe state ofIdaho or licensed to practice law in Idaho.

Justin Lee Brown certifies that he has not been denied admission under IBCR 222 in
this jurisdiction or under any similar rule in any other jurisdiction.

other parties to the above-captioned matter and that a copy of the motion, accompanied by a
$200 fee, has been provided to the Idaho State Bar.
John R. Hammond, Jr., certifies that the above information is true to the best of his
knowledge, after reasonable investigation.John R. Hammond, Jr. acknowledges that
pursuant to IBCR 222 his attendance shall be required at all Commission proceedings in
which Justin Lee Brown appears, unless specifically excused by the Commission. In this
regard, John R. Hammond, Jr., hereby respectfully requests that the Commission excuse him
from having to appear during Commission proceedings for the above-captioned matter
unless needed by Rocky Mountain Power.
WHEREFORE, by this motion, John R. Hammond, Jr., respectfully requests that the
Commission:
Authorize Justin Lee Brown to participate in all proceedings before the
Commission with respect to the above-captioned matter.
Grant John R. Hammond, Jr.s request to be excused from having to appear
during Commission related proceedings with respect to the above:-captioned matter
unless needed by Rocky Mountain Power.
