Company (also referred to as Rocky Mountain Power).
My name is William R. Griffith. My business address is 825 NE Multnomah
Street, Suite 2000, Portland, Oregon 97232. My present position is Director,
Pricing, Cost of Service & Regulatory Operations in the Regulation Department.
Qualifications
Briefly describe your educational and professional background.
I have a B.A. degree with High Honors and distinction in Political Science and
Economics from San Diego State University and an M.A. in Political Science
from that same institution; I was subsequently employed on the faculty.
attended the University of Oregon and completed all course work towards a Ph.
in Political Science. I joined the Company in the Rates & Regulation Department
in December 1983. In June 1989, I became Manager, Pricing in the Regulation
Department. In February 2001, I was promoted to my current position.
Have you appeared as a witness in previous regulatory proceedings?
Yes. I have testified for the Company in regulatory proceedings in Idaho, Utah,
Oregon, Wyoming, Washington, and California.
What are your responsibilities in this proceeding?
I am responsible for the Company s proposed rate spread and rate design changes
in this case.
Proposed Rate Spread
Please describe Rocky Mountain Power s proposed rate spread in this case.
The proposed rate spread has been guided by the Company s cost of service study

filed in this case. It indicates that two-thirds of the overall price increase is to be
collected from the two special contract customers. The Company proposes to
increase rates for these two customers equal to their full cost of service results.
For the non-contract rate schedules, the Company proposes to allocate the
remaining price change amount among the three groups which the cost of service
results indicate need price increases-residential, irrigation, and street and area
lighting customers. The Company proposes a uniform percentage increase for
residential and irrigation customers equal to 6.7 percent. For street and area
lighting customers, based on the cost of service results, the Company proposes a
larger increase-20.6 percent--equal to two times the overall increase.
For rate schedule classes for which cost of service results suggest the need
for price decreases, the Company proposes to make no change to present rate
levels. Schedules 6, 9, 19,23, 23A, and 35 fall into this category. For
each of these rate schedules, price decreases suggested by the cost of service
results are relatively small. During a time of rising costs, it is more appropriate to
maintain price stability for these rate schedules, and to minimize price impacts on
those rate schedule classes requiring price increases. This will assure that gradual
movement toward full cost of service responsibility is maintained for all rate
schedule classes. The Company proposes that these rates become effective
January 1,2008.
Please describe the Company s specific proposal for the aHocation of the
revenue requirement.
The overall proposed price increase is 10.3 percent. The Company proposes the

Please describe Exhibit No. 31.
Exhibit No. 31 shows the estimated effect of the proposed price change by rate
schedule for the normalized historic test period. The table displays the present
schedule number, the average number of customers during the test year, and the
megawatt-hours of energy use in Columns (2) through (4). Revenues by tariff
schedule are divided into two columns - one for present revenues and one for
proposed revenues. Column (5) shows annualized revenues under present base
rates. Column (6) shows annualized revenues under proposed base rates.
Columns (7) and (8) show the dollar and percentage changes in base rates.
Column (9) shows present revenues expressed on an overall average cents per

kilowatt-hour basis and column (10) shows proposed revenues expressed on an
overall average cents per kilowatt-hour basis.
Please describe Exhibit Nos. 32 and 33.
Exhibit No. 32 contains the Company s proposed revised tariffs in this case.
Exhibit No. 33 contains the proposed revised tariff sheets in legislative format.
Does the Company propose to continue current Schedule 94, the Rate
Mitigation Adjustment (RMA)?
No. While revenues presently being collected under the RMA are included in the
Company s normalized present revenues reported in this case, the Company
proposes to eliminate the RMA for all rate schedules upon implementation of
proposed rates. The Company proposes to include the current RMA value in base
rates for all rate schedule classes.
Why is the Company proposing to eliminate the separate RMA?
The RMA was originally implemented pursuant to IPUC Order No. 29034 on
June 8, 2002 and was designed to achieve two major goals: i) to moderate the
impact of the rate change on rate classes, and ii) to move the irrigation class
closer to cost of service. It was applied as a surcharge or surcredit to each tariff
schedule on a cents per kilowatt-hour basis and reflected as,a separate line item
charge on customers' bills. The RMA implemented annual rate changes across a
three year period; the present RMA rates were implemented in June 2004 and
have been unchanged since then.
The Commission also determined that the Year 3 RMA rates now in effect
could be subject to termination upon the earlier of (1) the expiration of current

electric service Schedule 34 BP A Credit or (2) the adoption by the Commission of
a cost of service study for the Company and the subsequent implementation for all
customers of the approved cost of service study. Given the filing of a complete
cost of service study in this case, the Company proposes to simplify rates and to
terminate the RMA (Schedule 94) upon approval by the Commission of the cost
of service study in this case.
Including the effects of the Company s proposal, how have the Company
proposed rates in Idaho changed over time?
Since 1986, the Company s overall Idaho base rates collected from the rate
schedule classes (i.e., standard tariff customers excluding special contracts) have
increased only twice, and the overall base rates from these rate schedule classes
have actually decreased over that time. Including the effects of the full increase
proposed in this case, overall base rates for the major rate schedule customers in
Idaho will have increased only 2 percent since 1986. Over that same 21-year
period, the Consumer Price Index has increased by over 89 percent. If the
Company s proposed increase in this case is approved as filed, changes to overall
base rates will have declined on a real basis by over 46 percent since 1986--base
residential rates will have declined 43 percent; irrigation rates, 39 percent; and
general service rates, 59 percent. This clearly demonstrates the Company
pattern of limiting rate increase requests due to rising costs.
Residential Rate Design
Please describe the Company s proposed residential rate design changes.
For Schedule 1 residential customers, the Company proposes to implement the

price increase while keeping the present differential between summer and winter
energy charges. The Company also proposes to increase the minimum bill
amounts by as close to the overall percentage increase as possible. For Optional
Schedule 36 residential customers, the Company also proposes to keep the present
ratios between summer/winter energy charges and on-peak/off-peak energy
charges. The customer charge is proposed to increase 6.7 percent, from $12.56 to
$13.40 per month.
How will the proposed residential rate designs impact customers?
Exhibit No. 34 contains Monthly Billing Comparisons for the Company
proposed tariff revisions. For residential customers (Schedule 1 and 36), the
Monthly Billing Comparisons show that the Company s rate design proposals
produce uniform percentage impacts across usage levels.
General Service & Irrigation Rate Design
Please describe the Company s proposed rate design changes for Schedules 6,
6A, 8, 9, 23, and 23A.
The Company proposes no changes to these schedules, other than to roll the
current RMA revenues into base rates.
Please describe the Company s proposed rate design changes for Schedule
10.
The Company proposes to retain the current rate structure of Schedule 10. The
Company also proposes to implement the price change for Schedule 10 on a
uniform percentage basis to customer, demand and energy charges, and to
maintain the current relationships between the energy blocks and the current ratio

of on-season to off-season average revenues.
Commercial and Industrial Space Heating
What does the Company propose for Commercial and Industrial Space
Heating, Schedule 19?
The Company is proposing no price change, but it is proposing to continue to
move Schedule 19 customers who bill cheaper on Schedule 23 or 6 to those
schedules. This approa~h is consistent with the Company s methodology in its
last general rate case (Case No. PAC-05-1), and is in furtherance ofthe
ultimate goal of eliminating Schedule 19 in the future.
Why is the Company proposing to eliminate Schedule 19 in the future?
Schedule 19 is an end-use specific rate serving heating loads-the Company
only end-use rate of its type in Idaho. We do not believe that narrowly-based
end-use rates are appropriate or fair to our customers. They result in price
differences solely based on end-use application even when customers' electric
loads are identical. In this case, 163 customers bill cheaper on Schedule 23 or
Schedule 6. These customers have been moved to their appropriate rate schedules
for this case. This results in 145 customers remaining on Schedule 19.
In future cases, the Company will continue to monitor Schedule 19
customers who bill cheaper on alternate general service rate schedules.
Ultimately, former Schedule 19 customers, rather than being served on an end-use
based rate, will pay prices equivalent to other similarly situated customers with.
the same load and usage characteristics. The Company believes this will be a fair
and equitable solution for all customers.

Lighting
Has the Company used this approach in other states where a rate schedule
was first closed to new service, and then later customers were moved to other
appropriate rate schedules?
Yes. The Company has used this two-step approach in eliminating end-use
specific rates in other states. In Utah, Wyoming and Washington end-use specific
heating rates were eliminated by the Company using this method.
How does the Company propose to implement the price change for lighting
customers?
The Company proposes to implement the 20.6 percent increase on an equal
percentage basis to all lighting charges.
Additionally, on June 4 2007 the Company s application to revise the
Company s street lighting tariffs and to offer expanded lighting options (Case No.
PAC-07-06) was approved by the Commission. Among other things, this
application moved traffic signals from Schedule 12 to General Service Schedule
23. These customers have been included in Schedule 23 in the billing
determinants included as Exhibit No. 35.
Special Contract Customer Rate Design
How does the Company propose to implement the price increase for Special
Contract Schedules 400 and 401?
Special contract customers are now designated "tariff standard" customers,
meaning their rates can be adjusted by the Commission using the same procedures
as all other customers, as explained in the testimony of Company witness Mark E.
Griffith, Di - 8

Tucker. For Schedule 400, the Company proposes relatively uniform increases to
the Customer Charge, the Firm Energy Charge, the Firm Demand Charge, and the
Interruptible Energy Charge to achieve the overall price change of 24.1 percent.
For Schedule 401, the Company proposes an equal percentage increase of 14.
percent to the customer, demand and energy charges.
Monthly Billing Comparisons
Please explain Exhibit No. 34.
As referenced earlier, Exhibit No. 34 details the customer impacts of the
Company s proposed pricing changes. For each rate schedule, it shows the dollar
and percentage change in monthly bills for various load and usage levels.
Billing Determinants
Please explain Exhibit No. 35.
Exhibit No. 35 details the billing determinants used in preparing the pricing
proposals in this case. It shows billing quantities and prices at present rates and
proposed rates.
Residential Time of Day Program
In Case No. GNR-06-02, the Commission ordered the Company to
address the status of its time-of-day program, provide justifications for the
existing rate differentials, and advise the Commission on any appropriate
changes to its rate structures for its customers or classes of customers.
Please provide an update on the status of the program as ordered by the
Commission.
The Company s Optional Residential Time of Day Schedule 36 is available to all

residential customers in Idaho. This program has been available since 1981 and
has been popular with customers. We are not aware of any recent customer
complaints regarding the time of use rates, price differentials, or tariff structure.
Participation statistics for the 12 months ended December 31, 2006, are shown in
the table below.

These differentials are large, and they are consistent with the direction of
wholesale cost differences. During both summer and winter, the Schedule 36 on-
peak rate is higher than the standard Residential Schedule 1 rate to discourage use
during on-peak hours. Customers enjoy a substantially lower rate during off-peak
hours to encourage customers to shift usage to off-peak hours.
The rate differentials provide signals to customers that costs are higher
during on-peak periods, both summer and winter, and allow customers to save
money compared to non-time-of-use rates in off-peak periods.
The table below shows the average wholesale cost of energy for 2006

based on Dow Jones prices at the California-Oregon Border and Palo Verde
locations. At both locations and during each season, energy was more expensive
during on-peak hours than off-peak hours. In the summer months, costs were
generally higher and the difference between on- and off-peak prices was greater
than in the winter months. These characteristics provide support for the Schedule
36 rate design.

AVAILABILITY: At any point on the Company s interconnected system where there are facilities
of adequate capacity.
APPLICATION: This Schedule is for alternating current electric service supplied at
approximately 120 or 240 volts through one kilowatt-hour meter at a single point of delivery for all service
required on the premises for Residential purposes.
When conditions are such that service is supplied through one meter to more than one dwelling or
apartment unit, the charge for such service will be computed by multiplying the minimum charges by the
maximum number of dwelling or apartment units that may be served.
When a portion of a dwelling is used regularly for business, professional or other gainful purposes
the premises will be classified as nonresidential and the appropriate schedule applied. However, if the
wiring is so arranged that the service for Residential purposes can be metered separately, this Schedule will
be applied to such service.

SPECIFICATIONS AND SERVICE FOR STREET LIGHTING WITH PARTIAL AND
FULL MAINTENANCE (NO NEW SERVICE): Installations must have met Company
construction standards in place at the time of installation in order to receive "full
maintenance,If Company is unable to obtain materials to perform maintenance, the street
light facilities will be deemed obsolete and must be upgraded at customer expense in order to
qualify for maintenance under the Electric Service Schedule. Street Lighting Service under
partial maintenance includes energy, lamp and glassware renewals and cleaning of

SPECIFICATIONS AND SERVICE FOR STREET LIGHTING WITH PARTIAL AND
FULL MAINTENANCE (NO NEW SERVICE): Installations must have met Company
construction standards in place at the time of installation in order to receive "full
maintenance.If Company is unable to obtain materials to perform maintenance, the street
light facilities will be deemed obsolete and must be upgraded at customer expense in order to
qualify for maintenance under the Electric Service Schedule, Street Lighting Service under
partial maintenance includes energy, lamp and glassware renewals and cleaning of
glassware.
Street Lighting Service under "full maintenance" includes energy, lamp and glassware
replacements and cleaning of glassware, and replacement of damaged or inoperative
photocells, ballasts, starting aids, poles, mast arms and luminaires: provided, however, that any
costs for materials which are over and above costs for Company s standard materials, as
determined by the Company, are not included in this Electric Service Schedule. Such extra
costs shall be paid by Customer. Burning-hours of lamps will be controlled by the Company.

specifications. Electric service for comfort cooling will be metered and billed at the above rate only when
Customer also uses electric service for his total space heating requirements.
WATER HEATING: Water heaters served hereunder shall be insulated storage, single or
multiple-unit type of construction approved by the Company, the heating units of which shall be
non inductive and controlled by separate thermostats. Electric service of storage water heating will be
metered and billed at the above rate only when Customer also uses electric service for his total space
heating requirements.
