Rocky Mountain Power hereby submits its anual BP A balancing account statement for the
Residential Exchange Program in compliance with Order No. 30248. The statement provides
monthy detal of payments received by the Company from BP A, payments made by the
Company to its customers and the Idaho account balances though October 31, 2008. As you are
aware Rocky Mountain Power did not receive any Residential Exchage Program payments from
BP A for fiscal year 2008, October 1, 2007 through September 30, 2008. Residential Exchange
Program payments from BPA were re-instated effective October 1,2008 for fiscal year 2009. At
the curent Residential Exchange Program level it will tae approximately thee years before the
curent credit balance (over allocation) to Rocky Mountan Power customers is recovered from
Bonnevile Power Adminstration.
