PAC-OS- On April 28, 2006, PacifiCorp electronically filed Advice 06-04 to implement its Home Energy Saver Incentive Program in compliance with Order No. 29976 issued March 3 , 2006 , in Case No. PAC-05-10. Staffs review ofthe tariff resulted in technical corrections being resubmitted on May 19, 2006. PacifiCorp requests that the tariffbe effective on May 31 2006. Background The Home Energy Saver Incentive Program tariff sheets provide a broad description of how this residential energy efficiency incentive program will be operated. The specific details of qualifying services and products, incentive amounts and participation procedures will be listed on the PacifiCorp s Internet web site and will be mailed to customers who request this information. General information about the program and how to get specific information will be available through customer newsletters, general advertising and point of purchase displays. Categories of efficient equipment that may be promoted at various times by the program include washing machines, refrigerators, dishwashers, compact fluorescent light bulbs (CFLs) and fixtures, air conditioners and evaporative coolers, insulation, windows, pool pumps and ceiling fans. In addition, efficiency services that may be promoted include duct sealing, air conditioner tune-ups, and clothes washer recycling. Two types of product and service delivery will be used in the program: 1) manufacturer buy-down to reduce prices, and 2) post-purchase incentive payments. Incentives will generally DECISION MEMORANDUM MAY 19 2006 be available regardless of who installs the efficiency products. Most program details will be determined and managed by an outside administrator, whose contract was won through a request for proposal (RFP) process. PacifiCorp anticipates that program details will change seasonally and adjust to current market conditions. PacifiCorp will retain responsibility for overall program performance. Additional program description, evaluation and cost-effectiveness details were provided by PacifiCorp s in its tariff filing. STAFF ANALYSIS AND RECOMMENDATION Staff believes this tariff complies with Order No. 29976 and should be approved. Staff has reviewed the supplemental documents submitted with the tariff and discussed some of the details with PacifiCorp. The documents submitted were not, and need not be sufficient to verify all assumptions and calculations. Such verification should occur when PacifiCorp seeks a determination that its energy efficiency costs were prudently incurred.
