MINUTES OF DECISION MEETING
July 15, 1996 - 1:30 p.m.
In attendance at this time were Commissioners Ralph Nelson, Marsha H. Smith and Dennis Hansen and staff members Don Howell, Scott Woodbury, Weldon Stutzman, Gary Richardson, Jim Long, Syd Lansing, Joe Cusick, Birdelle Brown, Terri Carlock, Tonya Clark and Myrna Walters.
Commission President Ralph Nelson called the meeting to order.
Items from the July 15, 1996 Published Agenda were discussed and acted upon as follows.
1. Regulated Carrier Division Agenda dated July 15, 1996.
Commissioner Hansen made a motion to approve said RCD agenda; Commissioner Smith seconded the motion; Commissioner Nelson concurred.
2. Marge Maxwell’s July 12, 1996 Decision Memorandum re: WWP’s IPUC Tariff No. 26 Revision to Schedule 158 to Reflect New Franchise Fee for Natural Gas Service for the City of Kootenai; and
3. Marge Maxwell’s July 12, 1996 Decision Memorandum re: WWP’s IPUC Tariff No. 25 Revision to Schedule 58 to Reflect New Franchise Fee for Electric Service for the City of Kootenai.
Approved.
4. Scott Woodbury’s July 10, 1996 Decision Memorandum re: IPC-E-96-13 Briggs Creek Hydro Project Firm Energy Sales Agreement-First Amendment.
Approved.
5. Jim Long’s July 12, 1996 Decision Memorandum re: PTI Advice No. 96-1 Requesting the Addition of Liability Language to its Existing Tariff with a Requested Effective date of July 31, 1996.
Approved.
6. Weldon Stutzman & Joe Cusick’s July 12, 1996 Decision Memorandum re: AT&T’s Request for a Hearing on GTE Tariff Advice No. 96-09 to add Rates, Terms and
Conditions for Intralata Equal Access; Case No. GTE-T-96-1.
Commissioner Hansen asked if a hearing should be held on this?
Commissioner Smith asked if we should now suspend the July 26 comment deadline? Is there any point in filing comments? Commission has decided there is a good reason to have the hearing. In the meantime AT&T and GTE need to include MCI in discussions and cancel the comment deadline.
**Prehearing conference may be the solution to settling things.
7. Terri Carlock’s July 11, 1996 Decision Memorandum re: Case No. IPC-E-967-1 Idaho Power Company’s request for a Hearing in GTE Tariff Advice No. 96-09 to add Rates, Terms and Conditions for Intralata Equal Access; Case No. GTE-T-96-1.
Approved.
Adjourned to private deliberations on Item 8 under Fully Submitted Matters  - Scott Woodbury’s July 11, 1996 Decision Memorandum re: Case Nos. EAG-W-95-1/EUW-W-94-1.
Meeting was adjourned.
