Having looked at the agreement it is nice to see that the seasonal banding was removed.
That is a great step in making these small farmer owned wind farms profitable. These
small wind farms truly help the environment and to reduce the consumption of natural gas.
When the utilities put in peak power natural gas generators, they consume so much gas that
it drives up the cost for other end users. Plus there is a finite supply of natural gas.
Therefore if there were more of these wind farms, it would not only reduce the greenhouse
gases, it would save recourses plus maybe help reduce the cost of natural gas which has
risen over 100% in the last several months. What has the cost of wind gone up? Wind is
still free, however, by stalling on approving these small wind farms it keeps the
profitability down because costs of steel, concrete and substations are going up by at
least 30% in the last year or so. Please approve the wind farms in a timely manner.
the November issue the North American Windpower trade magazine, it states on page 19 that
the 90/110 incentive rule in other markets have been discontinued because it can t work as
intended. I understand that the annual wind production is fairly constant in Idaho, but
the month to month production can vary by 40%. Idaho Power can t even predict the hydro
power until late spring because of the run off variability. However, there are great
monitoring and forecasting tools that can give real-time forecasting. Please get rid of
the 90/110 penalty, it doesn t work, it hurts the wind farmer, only gives the utility
added profit, but not necessarily any relief to the rate payers. Idaho Power stock has
had some very nice years giving high dividends , but the rate payers have only had
increased costs given to them. Every week there are efforts in place to remove dams on
the Snake River where Idaho depends on so much of their electricity. One of these days
the environmentalists with have their way with the state and then there will be a panic toget more power. With some help, wind could fill the gap.
