Comment description: I urge the commission to NOT grant the Schwendiman Wind LLC any
exemption on the 90-110 performance band. It is not reasonable for the consumer to afford
the added cost for a wind farm that is not commercially viable. If Schwendiman is not
willing to take the risk for the viabillity, why should the consumer be asked to do it?
