Comment description:In reference to the Schwendiman Wind LLC case we are very much in
favor of continuing this project.In the past four years we have worked closely with veryknowledgeablepeoplewhohavehadpreviousexperienceinwindfarmdevelopments.Much

We have erected a test tower and found this particular area on our farm to be an excellent
site for wind turbines.
Because we are in the agricultural business we are concerned with conserving our natural
resources and that by developing a wind turbine project we will help out in this effort.
We feel that by being allowed to continue with this project in promoting a renewable enery
source,as a small wind project,we will have a positive effect on the future.

for several years.Being farmers,we are anxious to make use of all the resources around
us.Wind is not always a favorite of anyone,but when we found that there was apossibiltiyofturningitintoapossitivecommodity,we became excited for there are
several areas on the farm that are not very productive farm wise,but are areas where the
wind is usually fairly strong.We began to do research to find if this could be aposibityandhavespentseveralyearsexporingdifferentaspectstomakeitcometrue.We
felt that the government was encourging the land owners to use their resources and to
develop what they had at hand.We are excited that we have the ability to produce clean
electricty with the natural resources that we have.I feel that our project and others
simular have a lot to offer to our community.Smaller projects,I feel,will compliment
the larger projects,giving those that have the desire to develop and grow and be
successful on a smaller scale.It has been a good project for our family to work anddevelopforourfutureandothers.We have visited several wind farms and have been
impressed with the power they produce and also of the beauty of them.Yes,we are in

between PacifiCorp and Schwendiman Wind as written.I have several years experience
working conventional and renewable power systems work and I am a PE with over 26 years
experience and offer comments as an independent subject matter expert in this area and as
a private Idaho Citizen.I am not representing INL,only my personal opinions and
comments
I would also like to recommend approval of the availability based incentive clauses as
written.This clause offers an alternative to Idaho Powers policy of 90/110.I recommend
this for five reasons.
1.I agree that both wind farms and utilities should share in the benefits and risks of
these operations.Both the availability based and 90/110 processes add ownership and
share the liability and benefits incentivizing the wind developers to remain available and
providing maximum power for grid support.
2.The 90/110 process is a unique approach not replicated (to my knowledge)anywhere
else in the USA,whereas the availability process is based on the operational experience
of a utility that has several years experience integrating wind across several states.
3.The availability process takes advantage of the utilities operational experience,
rather than trying to impose undue forecasting requirements on the wind developers (who
are small agricultural entities,not meteorological wind or power system operationexperts).
4.The availability process makes the wind operator responsible for something they have
control of (well maintained,reliable operating machines)in contrast to being at the
whims of weather systems that can change after predictions are issued.
5.Both processes incentivize wind production and reliability;However -the 90/110 is
more of a penalty driven incentive contrasted to the availability process being more of an
incentive to be reliable and available.
I also recommend this project be approved for the following reasons.
-This project has been in process for over three years.
-This project is part of the USDA rural development grant program and has already
passed USDA due diligence
-This project is in alignment with what the State legislature had in mind when they
incentivized rural wind development with their tax incentives last session
-This project is in alignment with the rules and intent of PURPA
-This project has excellent wind and will benefit rural communities and agricultural
families
-The rates that they have negotiated are significantly lower than any of the gas
turbines operating in the region and help PacifiCorp offset peak power expenses
-Power delivered through these PURPA contracts offers performance benefits similar to
localized load reduction and improves voltage regulation at no cost to the ratepayer
-PacifiCorp and Schwendiman Wind have come to agreement and are in alignment with the

intent and policies of both PacifiCorp and the PUC's
-This project makes sense because it provides power at a stable and predictable price
cheaper that upcoming power sources,is homegrown energy that contributes to national
security,and the produces clean,non-polluting energy

Reasons:
1)The wind farm is in the public interest,-because it allows electrical energy to begeneratedlocallyusingenvironmentallycleanmethodsratherthanbeimportedtothisserviceareaprimarilyfromfossilfuelgenerationinWyoming.
2)Disallowing the application discriminates against the small power producer;namely,
Schwendiman.Their project through Utah Power has almost nothing to do with the reasonsgivenbyIdahoPower's request for a moritorium on wind development.
3)The Schwendiman project has been well underway for several years and certainly shouldqualifyforsocalled"grandfathering."
4)The moritorium on wind development appears to service the special interest of Idaho
Power rather than for wind development in the entire state of Idaho.In my opinion,themoritoriumonwinddevelopmentisnotinthebestinterestofthepeopleofIdaho.

future electrical needs of the Idaho rate payer.In my opinion,the PURPA projects wouldaddadditionalbalance,and involve more of the private developers and land owners inIdaho.
In the last four years,we as a family have worked hard to understand and accomplishtheparameterssetforthunderthePURPAguidelinestoerectwindturbinesandgeneratepoweronourpropertyeastofIdahoFalls.We have closely followed the guidelines,spentconsiderablemoney,along with many other investors.We feel that we should not be deniedtheopportunitytoinvestandsucceed.We are very unhappy that Idaho Power has attempted
to undo years of work by privately owned investors.Small wind projects can bolster the power grid system in smaller areas,thus helpingthetotalpowergrid.
The contract that we have signed with Pacificorp is a well rounded contract and we feelthatitmeetsalltherequirmentsthatagoodcontractshould.
I hope that the contract can be passed as sumitted so that we can look at this project as
an example of a world class wind site.thanks

control.It makes sense that if there are incentives (in this case based on penalties fornon-performance in availability factor)they should somehow be related to factors over
which operators have some control.
There is little doubt that integrating wind power into our existing system will be achallenge.A challenge requires innovation and creativity to overcome not legalmanipulation.I comment PacifiCorp for taking the route of creativity,innovation and realthoughtintheprocessofdevelopingthiscontractwiththedevelopersoftheSchwendimanproject.Perhaps because this is a regulated industry a queue could be created for PURPAprojects.But wind power will likely be the lowest cost energy resource into the
foreseeable future and has the least price volatility.In addition to recent rises in thepriceofnaturalgasinternationalcoalpriceshavetakenaleapinthelastfewweeks.
Can new coal-fired plants divorce themselves from global energy markets?Is it reasonable
to have confidence in that 20-year contracts for coal delivery can be fulfilled withoutthesafetynetofproductioncostadjustments?I think natural gas plants have proven that
at least for gas,they can't.
Is it in the public interest to give an unfair advantage to one generating resource overanotherbyinfluencingutilities'generation procurement decisions by masking weaknessesofoneandnottheother?(by this I mean the price volatility of one,coal or natural
gas,vs.the generation timing (intermittency)of the other,wind).These factors saythereisagreatdealofpublicinterestinmaintainingpressureoninvestor-ownedutilitiestoinnovate.
Where do companies get incentives to innovate?From competition.Where to monopolies getcompetition?From something like PURPA.For these reasons I encourage you to approve the
PURPA contract developed between the Schwendiman's and PacifiCorp.It is a model for
future PURPA.It puts incentives where they are needed and reflects the true nature of
wind and the needs of the utility.

or annually)and then determine penalties for the times when you miss the prediction(which is a problem with the 90/110 contract).This PacifiCorp contract should foster
more truthful communication between utility and power producer as to what the productionestimatesare,and the contract is based upon the wind generation facility producing asmuchpoweraspossiblebasedonthewindthatwasavailable.There are many incentivesforthewindgenerationfacilitytokeepitsturbinesfullyoperationalatalltimes.
I would also comment that this contract should be approved regardless of the current messwithIdahoPower,PURPA contracts and grandfathering.PacifiCorp is a different utilitythathasnoPURPAcontractsproposedorcompletedinIdahobesidesthisproposedcontractwithSchwendimanWind.They are probably not worried about Idaho PURPA contractsaffectingtheirprospectsforlargerwindfarmdevelopmentatthistimebecause of thecurrentPURPAsituation.Idaho Power and Windland's problems with too many possible PURPAprojectsand350MWorlesstotalofwindpowergenerationshouldinnowaytranslateoraffectPacifiCorp's ability to acquire the amount,size and type of wind power generationthattheydeemisappropriate.The wind resource at the Schwendiman site is one of thebestresourcesintheState,and it would be a shame to miss this opportunity fordevelopmentofawindpowerprojectatanexcellentwindsite.Some of the other proposedwindfarmdevelopmentsinIdahodon't have as good of a wind resource as Schwendiman'sdoes,so let's get a really good one installed early in our wind power development process
so that everyone benefits.

energy sources,including wind power,should be a high priority of all PUCs.We must
replace "old thinking"with new insights relative to energy sources.Both water and wind
are admittedly variable energy sources (i.e.,weather conditions),but the comparative
start-up costs of wind power is pennies on the dollar when compared to new dams --at one
time the bureauracy believed hyrdro-power was the answer --now it's time to rethink this
sheltered paradigm of an exclusive energy source.It's time to move on to new
technologies.

IPUC proposes to handle the Schwendiman case,imposing a stiff 90/10 requirement will
discourage or kill a lot of PURPA power,either by making projects un-economic entirely or
causing delays which will make them un-economic next year.By adding the 90/10 requirement
as prosed in this and other PURPA wind cases,you will:(1)undermine smaller,farm-based
projects while favoring large one,thus driving out one important source of sustainable,
non-fossil fuel;(2)cause delays and uncertainties for PURPA producers which will add to
costs;(3)cause delays in placing equipment orders until costs have escalated;(4)dry up
credit for PURPA wind projects;and (5)undermine the intent of the Idaho tax credit which
will sunset before many PURPA projects are born.Staff would appear to be making the
90/10 rule as onerous and discouraging as possible by imposing severe penalties for
falling outside 90/10,even by a single percent.Instead,the Commission might view Idaho
Power's natural gase-based peaking capacity as the backup and balancing source,offsetting
wind's shortfalls collectively--or find other sources to do so outside of these many small
projects.Wind is inherently intermittent;operators cannot predict its frequency or
velocity.Nonetheless we must maximize its use by creative means possible at your
disposal.As it happens,I was the staff director for energy on the Joint Economic
Committee when PURPA was passed (1978);your draft application of the 90/10 rule in this
case,as I understand it,seems contrary to the intent of PURPA.PURPA is more important
now than in 1978 because our country's dependence on fossil fuels is more dangerous now
than then.We have limited time to transition to alternative fuels.The avoided rate
mechanism was meant to encourage this transition,not discourage it.As I understand it,
PacificCorp,with more experience with wind,does not penalize wind in this manner and
neither should you or Idaho Power.PacificCorp rewards constant availability thereby
rewarding maintainance while taking responsiblity itself for balancing its load.I
recommend this approach to you.Related to PURPA and non-PURPA wind (but not this case)is
the long-term prospect of producing energy from animal waste in manure-rich Magic Valley.
Green energy from animal waste can be encouraged through enforcement of air and water
quality laws and a favorable regulatory environment at the PUC.Were Idaho to maximize
green energy it could both become self-sustaining in meeting its own energy needs and roll
it's surplus energy into exports headed for jurisdictions which require a percentage of
green energy (which Idaho should do as well).Thank you for reading this.Please consider

I am writing this letter in support of the proposed Power Purchase Agreement betweenPacifiCorpandSchwendimanWind,LLC.I have been working on distributed power generationprojects,including wind energy projects,for several years.I am currently taking
graduate coursework at Boise State University in pursuit of my Master's Degree in
Mechanical Engineering.I received my bachelor's degree at Boise State and I am anEngineer-in-Training.At Boise State I am working as a research assistant on wind energyprojects.My comments regarding this matter are personal opinions and do not represent
Boise State University.
I believe that the Public Utilities Commission should approve the PacifiCorp-Schwendiman
agreement because it will provide a long-term,low-cost supply of electricity for the
people of Idaho at a time when energy prices are skyrocketing.
The price of all fuel-based energy is increasing rapidly and is expected to continue to
increase for the foreseeable future.This includes not only the well-documented price of
oil,but also the prices of natural gas and coal.The majority of Idaho's electricity
will be generated from coal and natural gas in the near future,yet the prices of these
fuels are very volatile.In contrast,the price of electricity generated at the proposed
Schwendiman Wind project will be fixed for 20-years.
Projects such as the Schwendiman Wind Farm provide a great benefit to Idaho's ratepayers.
They guarantee low-price electricity for 20 years.Not only should this project be
approved,but more projects like this should be encouraged.Recent legislation from both
the state (tax incentives on purchase of renewable-energy-generating equipment)and the
federal (energy bill encourages renewable energy generation)governments strongly support
additional renewable energy projects.I sincerely hope that the IPUC follows suit and
approves the PacifiCorp-Schwendiman agreement;it is in the best interest of all Idaho
ratepayers.
