HomeMy WebLinkAbout19960528_1.docx MINUTES OF DECISION MEETING May 28, 1996 - 1:30 p.m. In attendance at this time were Commissioners Ralph Nelson, Marsha H. Smith and Dennis Hansen and staff members Tonya Clark, Weldon Stutzman, Keith Hessing, Susan Hamlin, Birdelle Brown, Bill Eastlake, Don Howell, Scott Woodbury, Gary Richardson and Myrna Walters. Also in attendance were Neil Colwell and Ron Lightfoot. Items from the published May 28, 1996 Agenda were discussed and acted upon as follows. 1. Regulated Carrier Division Agenda dated May 28, 1996. Commissioner Hansen made a motion to approve the RCD agenda; Commissioner Smith seconded the motion; carried. 2. Bill Eastlake’s May 20, 1996 Decision Memorandum re: GTE Tariff Advice 96-08. Commissioner Smith made a motion to approved the tariff advice; Commissioner Hansen seconded the motion; carried. 3. Keith Hessing’s May 23, 1996 Decision Memorandum re: Washington Water Power Tariff Advice; 15-Minute Demand Interval for Sandpoint Area. Commissioner Nelson asked any comments had been received in the past? Keith Hessing thought not. Decision was to go with staff recommendation.   Scott Woodbury said a Modified Procedure notice was issued on May 22. Company is proposing a July 1'96 thru August 31 ‘98 effective period. two days after the issuance of the modified procedure, Company contacted staff and filed an amended application. Staff proposes putting out an amended notice of application but keep the same schedule. Original comment period was through June 18.   Commissioner Smith asked about extending the comment period a week. Scott Woodbury said he thought the original comment period was set because of the decision meeting schedule in June.   Commissioner Smith asked if people were needing additional time to comment? Scott said that would necessitate suspending the proposed effective date of the filing. *There are 11 Schedule 25 customers that would qualify for the Schedule 26. We could provide them with individual notice. Commissioner Smith said she would like to note in the notice that if any party needs addition time, let the Commission know. Commissioner Nelson said he thought Commissioner Smith’s suggestion was a good one. If anyone needs more time they can ask for it. *Will do an amended notice of application. 5. Motions to vacate June 4-6, 1996 Hearing in Case No. GNR-T-94-5 - Intralata Equal Access. Commissioner Smith asked how the commission was going to get to the issues if we don’t hold a hearing? What kind of a process are we having on the GTE filing, to decide those issues? Weldon Stutzman replied - staff will recommend modified procedure on the GTE filing, to get comments. Think there are some unresolved issues and some parties are suggesting a workshop to discuss remaining issues.   The parties think the FCC docket will resolve some of the issues. Commissioner Smith commented that the GTE filing will have to be resolved before a workshop on the GNR-T-94-5 case is held.   All parties in that case have filed or signed motions to vacate the June 4-6 hearings. Commissioner Nelson said he was concerned about getting ready to go and then cancel the hearings. Weldon commented it is being vacated but not dismissed. Commissioner Nelson said if the parties want to vacate, would hate to make them come. **Decision was to vacate the hearings. Meeting was adjourned. Dated at Boise, Idaho, this 29th day of May, 1996.
