Comment description: Utah Power says they filed a request for a general rate increase of
12.5% t become effective 9/05. I object to this increase because of the burden in places
on total electric homes and the potential reduction in resale value of my home. In the
197 Os Utah Power had extensive marketing campaigns promoting the construction of "totalelectric" homes including rate discounts. I took advantage of that plan and constructed a
total electric home (ceiling cable heat & hot water tank) in 1976. In the 80s, under the
banner of conservation, those incentives were taken away without any funding to permit
total electric homes to convert to other al ternati ve energy sources such as natural gas orpropane. During the past decade my family has been forced to enroll in Utah Power s "off
peak" time-of-day program which penalizes us for energy use during normal daytime hours.
We did that to avoid our UPL bill going over $300 per month during the coldest of wintermonths. For our 2100 square foot home, we regularly pay between $125 to $250 monthly
depending upon the time of year. Additionally, because of our winter heating bills our
home has lost resale value and is less appealing to prospective buyers. I strongly obj ect
to ANY INCREASE without the IPUC and/ or UP&L giving "total electric home owners " some
relief in the form of funding provided by UP&L for more energy conservation including
improved insulated siding, replacement of more energy effecient windows & exterior doors,
overhead insulation or replacement of heating systems and water heaters with an
al ternati ve energy source. UP&L has raked in hundreds of thousands (if not millions) of
dollars collected from "total electric" home owners during the past 3 decades. Low
interest loans are not the answer. Perhaps a class action lawsuit might also be a way of
receiving relief from higher energy bills and decreased home values!
