PAC-04- On March 7, 2006, PacifiCorp dba Utah Power & Light Company made a compliance filing regarding revisions to the Company s Customer Guarantee Rule 25 and Schedule 300. See Order No. 29698. The Company submitted its Short Interruption Measurement Plan, which will be used to measure short duration outages. With this Order the Commission accepts the Company s plan for filing. BACKGROUND At the time of the merger between PacifiCorp and ScottishPower, PacifiCorp agreed to implement seven performance standards and eight customer guarantees. See Case No. PAC- 99-1. The Company committed to a five-year term for the program, which expired on March 2005. PacifiCorp proposed in this case to continue both the Customer Guarantee Program and the performance standards. The Commission approved the Company s Application including Staffs recommended changes/additions to it, and authorized the program to continue through March 31 , 2008. Order No. 29698. A requirement of that Order was for the Company to provide a specific proposal to continue monitoring momentary events "as soon as possible. Id. DISCUSSIONIFINDINGS The Idaho Public Utilities Commission has jurisdiction over PacifiCorp, its Application for approval of revisions to the Company s Customer Guarantee Rule 25 and Schedule 300, and the issues involved in this case by virtue of Title 61 , Idaho Code and specifically Idaho Code gg 61-328 61-503 61-507, and 61-528 , and the Commission s Rules of Procedure, IDAPA 31.01.01.000 et seq. We find that the Company has proposed a reasonable method for the monitoring of momentary outages, which can be used to provide data annually with its regular report of Idaho reliability to the Commission Staff. We find it reasonable to accept the Company s Short Interruption Measurement Plan for filing. ORDER NO. 30008 ORDER IT IS HEREBY ORDERED that PacifiCorp s Short Interruption Measurement Plan is accepted for filing. THIS IS A FINAL ORDER. Any person interested in this Order may petition for reconsideration within twenty-one (21) days of the service date of this Order with regard to any matter decided in this Order. Within seven (7) days after any person has petitioned for reconsideration, any other person may cross-petition for reconsideration. See Idaho Code g 61- 626.
