Comment description: I wanted to express my desire for case IPC-E-04-6 to be denied. I can t speak for the rest of the affected areas but I know that Rexburg is made up of around 50% students, including spouses, part time students, non-traditional students, etc. Lets say that half of them pay their own power bills. . . that leaves about 7-10,000 people most likely living below the poverty level. We cannot afford the rate increases that this credi t deduction and Utah Power s proposed rate increase would cause. We keep ha ing to flip flop between electric and gas power because each gets more expensive, and then the other, it is getting tiresome and as subscribers to public utili ties, wecant vote with our feet. Aliases PacifiCorp.., aliases Scottish Power. Case number (JPC-O4- A few years ago the Hunter Power Plant in Utah went down.. I talked to employees , of Utah Power at that time and they said it was because of negligence of Utah Power, not maintaining its upkeep. Later on Utah Power requested from the States of Idaho and Utah, a rate increase to pay for the cost of repairing the Hunter plant. I have been told that this was denied in Utah, be~ause the State of Utah felt it was Utah Power s own mis-management that the Hunter plant went down. However, Idaho ga'Ve Utah Power the rate increase on a vote of 2 to 1 from the 3 Idaho Commissioners. Then when time was ~unning out on this increase, they asked for, and received, extension on this in~rease. Now they are requesting another increase, via the Bonneville Power Credit Reductions route, which increase would end by Sept. 30, 2006 (with the footnote but additional adjustments may be necessary ), which is the same as signing a blank check. They are gradually and systematically getting increases through the back door. I hope those in charge of giving these requests will recognize what is going on and deny their requests.
