HomeMy WebLinkAbout19960408.docxMINUTES OF DECISION MEETING April 8, 1996 - 1:30 p.m. In attendance at this time were Commissioners Ralph Nelson, Marsha H. Smith and Dennis Hansen and staff members Don Howell, Dave Schunke, Birdelle Brown, Gary Richardson, Bill Eastlake, Ron Law, Joe Cusick, Tonya Clark, Stephanie Miller, Lynn Anderson, Terri Carlock and Myrna Walters. Also in attendance was Jim Wozniak of U S West. Items from the April 8, 1996 Agenda were discussed and acted upon as follows. 1. REVISED Regulated Carrier Division Agenda dated April 8, 1996. Commissioner Hansen made a motion to approve the RCD agenda; Commissioner Smith seconded the motion; it carried. 2. Susan Hamlin’s April 1, 1996 Decision Memorandum re: Case No. USW-S-96-2, Hoffman’s petition to Change Rates for U S West’s Non-Published and Non-listed Phone Numbers. Commissioner Smith said her preference, because US West indicates they will be filing a rate case in 6 months, is that the Commission handle this matter then and not in a separate proceeding. Would have a different opinion if we didn’t know a case will be filed. Commissioner Nelson commented handling it separately would be very difficult since now one of the services affected is a 61 service and one a 62.   All three commissioners agreed the matter should be considered in the next U S West rate case. 3. Brad Purdy’s’s April 2, 1996 Decision Memorandum re: Case No. IPC-E-95-15 Application of Idaho Power company for an Order Revising the Rates, Terms and Conditions Under which Idaho Power Purchases Nonfirm Energy from Qfs. Commissioner Nelson said he would accept staff’s recommendation to handle this under modified procedure. Other commissioners concurred. 4. Jim Long’s April 2, 1996 Decision Memorandum re: Horseshoe Bend petition for Toll Relief to Boise, Idaho City, Emmett, Garden Valley, Lowman and Cascade. Staff recommended adding this petition to Case No. GNR-T-96-2. Commissioners concurred with staff recommendation. 5. Birdelle Brown’s April 5, 1996 Decision Memorandum re: GTE Advice 96-01 to Comply with the FCC’s Memo Opinion and Order in CC Docket No. 92-256 to File Open Network Architecture (ONA) Services in State Tariffs. Commissioner Hansen questioned the statement - “If GTE were to reduce the BSA rates by the amount of the additional BSE charge, it would loose revenue until it had BSE customers.” Birdelle Brown explained the timing. Also explained the “revenue neutrality”. After discussion, Commissioners approved staff recommendation to approve the filing. 6. Birdelle Brown’s April 5, 1996 Decision Memorandum re: Century Telephone Company Advice 96-1 to Introduce Caller ID Per Line Unblocking. Approved Advice 96-1. 7. Terri Carlock’s April 5, 1996 Decision Memorandum re: Rural Telephone Company’s Request to Guarantee Pend Oreille Telephone Company’s Loan of $5,650,000, Case No RUR-T-96-1. Terri explained her question in the second paragraph under Commission Decision. “Should a paragraph be included in the order stating that any loan payments made under this guarantee will be the responsibility of the shareholders and will not be included in any rate proceeding for Idaho ratepayers?” Commissioner Nelson questioned saying anything about this in the order.   Commissioner Smith suggested wording for the order speaking to this - “under normal regulatory practices this would not be included in Idaho rate cases”. Approved by all commissioners. 8. Terri Carlock’s April 5, 1996 Decision Memorandum re: Pacificorp $250 Million Preferred Stock Authority Case No. PAC-S-96-2. Approved. Meeting was adjourned. Commissioner will consider under Fully Submitted Matters - Petitions for Reconsideration of Order No. 26311 - in Executive Session later.
