HomeMy WebLinkAbout19960311_1.docx Minutes of Decision Meeting March 11, 1996 - 1:30 p.m. In attendance at this time were Commissioners Ralph Nelson, Marsha H. Smith and Dennis Hansen and staff members Scott Woodbury, Ron Law, Gary Richardson, Birdelle Brown, Keith Hessing, Bill Eastlake, Wayne Hart, Tonya Clark, Terri Carlock and Myrna Walters. Items from the March 11, 1996 Agenda were discussed and acted upon as follow. 1. Regulated Carrier Division Agenda dated March 11, 1996. Approved. Item 2 was withdrawn. 3. Birdelle Brown’s March 8, 1996 Decision Memorandum re: U S West Advice 96-03-N to Make Language Additions and Changes to Frame Relay Service in Northern Idaho; effective March 15, 1996. Approved. 4. Birdelle Brown’s March 8, 1996 Decision Memorandum re: U S West Advice 96-04-N to Reduce the Monthly Recurring charge for 800 Serviceline from $15.00 to $5.00. Birdelle commented she didn’t think there was competition for this service now. Approved. 5. Scott Woodbury and Wayne Hart’s March 8, 1996 Decision Memorandum re: Case No. WWP-E-96-1 Termination of Energy Efficiency Grant Program. Approved. 6. Case No. WWP-G-96-1 Natural Gas Transportation Service Schedule 146 - proposed revision. Commissioner Smith had questions - asked if there was any harm if we approved everything but Sections 3 and 8 and have an informal meeting as suggested by Potlatch to sort out the affect of those.   Scott Woodbury commented Sections 3 and 8 are penalties not now in the schedules. The language in 3 and 8 are both present in their 3 contracts with special customers. Did speak to the company and they indicated they didn’t think Potlatch was protesting Paragraph 8 but they indicated the tariff itself as a stand-alone tariff, if the Commission approved everything but 3 and 8 and could talk to Potlatch about it, it was okay. Think Potlatch’s only problem is with No. 3.     Commissioner Smith said before she made a decision, would like to look at this further - clarification as to what affect it would have on Potlatch’s contract is important. Need a better understanding of what we are accomplishing here. Decision was: approve all of the filing except paragraphs 3 and 8. Company will need to resubmit tariff with those paragraphs taken out.
