Dear Commissioner Kjel1ander,
As per our telephone conversation this morning, I am writing on behalf of my constituents in
Bear Lake, Caribou, Franklin. Oneida, and South Bannock Counties to request that the Idaho
Public Utilities Commission conduct a series of public hearing in southeast Idaho relative to any
possible rate increase charged by Scottish Power\PacifiCorp to their customer in this area.
Therefore, I am writing to request that the Idaho Public Utilities Commission hold meetings
regarding the above referenced case in Montpelier, Preston, Firth, and Rexburg.
I am especially concerned that the deferred accounting requested by Scottish Power\PacifiCorp
and apparently granted by the Idaho Public Utilities Commission may constitute a defacto
violation of the promise made by Scottish Power at the time of the merger that there would be no
rate increase for a two year period following the merger.
I am further concerned that any negotiations between Scottish Power\PacifiCorp and the
irrjptor should not exclude the general public. My constituent are entitled to be informed about
these matters. The best method of informing them is through public hearings.
