Dear Chairman Kjellander:
I am writing to make a formal request that the Idaho Public Utilities Commission
schedule and hold hearings within the PacifiCorp service territory to allow the residential
customers an opportunity to provide input and to be represented regarding the final
disposition ofPacitiCorp s deferred costs (November 1 2000 through October 31 , 2001).
The Commission s decision to award possible recovery to the utility "for the
unanticipated and extraordinarily high power costs experienced as a result of the
wholesale market" is a significant issue for the residential customers ofPacifiCorp.
It is my understanding that a negotiated settlement has been discussed is being supported
by some industrial entities and the commission staff. I also understand that the residential
customers have not been participants in these negotiations or the effort to settle or
negotiated a recovery percentage.
I would suggest that Rexburg, Firth, Montpelier and Preston are suitable communities to
conduct hearings that will allow necessary public input and testimony to help the
commission determine if cost recovery is appropriate or justified. Any decision must
in keeping with the conditions of the ScottishPower/PacifiCorp merger approval.
I will be anxiously awaiting your announcement and the scheduling of these hearing.
will also commit that I will work to encourage PacifiCorp customers in S.E. Idaho to
participate and provide meaningful testimony.
