HomeMy WebLinkAbout19951120_1.docx Minutes of Decision Meeting November 20, 1995 - 1:30 p.m. In attendance at this time were Commissioners Ralph Nelson, Marsha H. Smith and Dennis Hansen and staff members Don Howell, Scott woodbury, Susan Hasmlin, Gary Richardon, Ron Law, Tonya Clark, Keith Hessing, Don Oliason, Stephanie Miller, Terri Carlock, Syd Lansing, Madonna Faunce and Myrna Walters.  Also in attendance was Jeanette Bowman of Idaho Power Company. Items from the November 20 agenda were discussed and acted upon as follows. 1.  Regulated Carrier Division Agenda dated November 17, 1995. Commissioner Hansen moved approval of the item - Commissioner Smith seconded the motion and Commissioner Nelson concurred. 2.  Birdelle Brown's November 15, 1995 Decision Memorandum re:  GTE Advice 95-14 to allow Telephone Relay Service (TRS) Users to Place Local Calls on GTE Public and Semi-Public Pay Telephones at no Charge, Effective November 28, 1995; and 3.  Birdelle Brown's November 15, 1995 Decision Memorandum re:  GTE Advice 95-13 Proposing to Discontinue the Offering of Yellow Page Service, an Extended Feature of Directory Assistance, Effective November 20, 1995. Commissioner Smith made a motion to approve staff recommendation on items 1 and 3.  Commissioner Hansen seconded the motion and Commissioner Nelson concurred. 4.  Birdelle Brown's October 31, 1995 Decision Memorandum re:  U S West Advice 95-09-N to Introduce full Toll Deny Service in Northern Idaho, effective December 1, 1995. Commissioner Smith said she had questions.  Who requests the toll denial? Birdelle Brown responded - is decided by whether or not they have purchased the accounts receivable. Commissioner Smith said she thought it was a long distance company requesting it. Birdelle Brown responded - on their own toll. Was asked if this was a price list? Response was it is part of rules and regulations.  Collection is a regulated service.  This is for the north.   Commissioner Nelson asked if blocking still allows everyone access to 911? Birdelle Brown said she didn't believe everyone has 911 but they can dial 1-800 on out of area calls or dial local emergency number.  There is no provision for emergency calls. **Lynn Anderson, Judy Stokes, Randy Lobb and Bill Eastlake were in attendance at this time. Item No. 4 was held for one week until Birdelle Brown could get more information. 5.  Birdelle Brown's November 15, 1995 Decision Memorandum re:  GTE Advice 95-16 Establishing Tariffed Rates for Central Office Located Trunk Service in Four Addiitional Exchanges, effective December 14, 1995. Commissioner Nelson asked if GTE had filed their Local Calling Plan? It is to be filed November 30. Commissioner Smith made motion to approve the filing.  Commissioner Hansen seconded the motion; Commissioner Nelson concurred. 6.  Birdelle Brown's November 15, 1995 Decision Memorandum re:  GTE Advice 95-15 to Establish Tariff for Surcharges Required by Telecommunications Relay Services, Effective November 1, 1995. Commissioner Nelson suggested making it effective November 20.   Decision was to make it November 20 unless Order No. 26194 said something else. 7.  Birdelle Brown's November 15, 1995 Decision Memorandum re:  U S West Advice 95-10-N to Provide One-Call Blocking (*82) for Per-Line Blocked Caller ID Calls in the Spokane Lata, effective December 1, 1995. Approved. 8. - 13.  Birdelle Brown's November 15, 1995 Decision Memorandums re:  Rural Telephone Company; Rockland Telephone Company; Midvale Telephone Exchange, Inc.; Inland Telephone Company; Cambridge Telephone Company and Albion Telephone Company Advices to Add Advnced Customer Calling Features, Voice Mail Service and Centrex Service, effective December 1, 1995. Commissioner Hansen made a motion to approve Items 8 - 13; Commissioner Smith seconded the motion; Commissioner Nelson concurred. 14.  Birdelle Brown's November 16, 1995 Decision Memorandum re:  GTE Advice 95-17 to Allow Subscribers of Foreign Exchange (FX) Services to Choose Local Calling Plans in the FX Areas, effective December 20, 1995. Approved. 15. Scott Woodbury's November 15, 1995 Decision Memorandum re:  Capitol Water Corporaiton - Case No. CAP-W-95-1. Commissioner Smith commented this should have been considered under "Fully Submitted Matters". Commissioner Nelson said he would approve the setelement. Quality of Water Question. Commissioner Nelson said he thought Mr. Price was committed to working with United Water and was looking into some treatment program.  **Should encourage him to work on this. Terri Carlock said he indicated the solution to that was to drill a new well and he proposed that.  He is sitll working on it.  December 1 effective date was approved. 16. Scott Woodbury's November 16, 1995 Decision Memorandum re:  Case No. UPL-E-95-4  Electric Service Contract-Monsanto Company. Modified procedure with comment period thru December 8 was approved. 17. Scott Woodbury's November 17, 1995 Decision Memorandum re:  Case Nos. EUW-W-94-1 and EAG-W-95-1  Motion for Procedural Relief. Notice of parties has already been prepared. **Mike Spink on behalf of United Water was present at this time.  Spoke to filing a statement of position. Commissioner Smith asked if an order from the Commission wasn't necessary to do that? Mike Spink said he thought the PUC Rules did require that. **Order will be issued granting authority to file a statement of position. **Discussed case number and caption.  Commissioners indicated the Commission Secretary should handle that administrative duty. 19. Susan Hamlin's November 16, 1995 Decision Memorandum re:  Idaho Power company's Petition for Reconsideration in Case No. IPC-E-95-11; order granting Intervenor Funding. Order stands as it. 20. Terri Carlock's November 17, 1995 Decision Memorandum re:  Idaho Power company's Application to Extend $200 Million Shelf Registration for an Additional Two Years - Case No. IPC-E-93-27. Approved with December 31, 1997 effective date. 21. Terri Carlock's November 17, 1995 Decision Memorandum re:  Capitol Water Corporation's Request to Borrow $75,000; Case No. CAP-W-95-2. Commissioner Hansen made a motion to approve the filing; Commissioner Smith seconded it; Commissioner Nelson concurred. Meeting adjourned. Dated at Boise, Idaho, this 8th day of December, 1995.
