Dear Ms. Noriyuki: Rocky Mountain Power is requesting designation of the September 7-10, 2020 outage and the
consequences thereof to be classified as a major event and excluded from its performance results
due to the day’s performance, which exceeded the Company’s major event threshold of 1,102,990 customer minutes lost in a 24-hour period. Attached you will find details regarding the major event including restoration resources, number
of customers off supply, total customer minutes lost, as well as SAIDI, and SAIFI figures.
Rocky Mountain Power will exclude outage information for this event from its network performance reporting and from customer guarantee failure payments.

Event Description and Restoration Summary
On the afternoon of September 7, 2020, a surge of cold air from Canada unleashed damaging winds
in southeastern Idaho. The temperature at 3:00 p.m. in Rexburg was 81 degrees, by 7:00 p.m. the temperature had fallen to 40 degrees. Wind gusts topped 70 mph and caused trees to fall, lines to tangle and equipment to fail. The event impacted 42,080 customers in the Rexburg, Shelley, Lava Hot Springs and Preston areas and outages lasted multiple days due to widespread damage caused
by the winds.
The Rexburg and Shelley operating areas experienced significant wind gusts causing lines to tangle and slap together. Because of this, crews were unable to reenergize the lines until the winds died down and the city of Rexburg was left without power. Once the winds calmed, crews began working to restore power. This took time as crews had to remove tree limbs and other debris from
the lines.
The Preston area saw similar damage to overhead lines caused by falling trees and flying debris. Most outages were centered in Preston and Lava Hot Springs. Resources were limited due to the Labor Day holiday and employees returning home from out of town. Local tree trimming crews were not available to assist in clearing trees and limbs from overhead lines, so tree removal was
completed by line crews. Crews worked to restore customers as quickly as possible and restored
the last customer midday on September 10. Overall, 133 personnel supported the restoration effort including: 40 internal personnel, 12 contract personnel and eight tree crew members.
To date, there have been no company or commission customer complaints made regarding the major event.

PacifiCorp designates these events and their consequences a major event in accordance with docket
PAC-E-04-07, where the company and commission agreed that determination of major events will be made by applying IEEE standard 1366-2003 methodology (commonly referred to as the 2.5 beta method), wherein a statistical outlier of these extreme events is based on the state daily SAIDI thresholds. The company’s 2020 Idaho reliability reporting region threshold is 1,102,990 customer minutes lost (13.23 SAIDI minutes) in a 24-hour period.
