Dear Ms. Noriyuki:
Rocky Mountain Power is requesting designation of the March 29, 2021 outage and the
consequences thereof to be classified as a major event and excluded from its performance results
due to the day's performance, which exceeded the Company's major event threshold of 1,198,412
customer minutes lost in a 24-hour period.
Attached you will find details regarding the major event including restoration resources, number
of customers offsupply, total customer minutes lost, as well as SAIDI, and SAIFI figures.
Rocky Mountain Power will exclude outage information for this event from its network
performance reporting and from customer guarantee failure payments.

Event Description and Restoration Summary
During the morning hours of March 29,2021, a fast-moving cold front brought unusually strong
wind gusts to the Upper Snake River Plain and surrounding areas, including 6l mph at Idaho Falls
and 55 mph at Rexburg. These wind speeds are in the top lYo of all wind gusts measured for these
locations. Gusty winds decreased significantly behind the front later that morning, though breezy
northwesterly winds continued through the afternoon. During this period of extreme weather, a
loss of substation event occurred and impacted 17,077 customers in the Shelley area.
As the storm began to impact Shelley and Rexburg, Rocky Mountain Power crews began to
respond to outages in the area. At l0:02 A.M., 9,488 customers served from Sandcreek substation
experienced a loss of substation outage when protection for a mobile transformer triggered the l6l
kV circuit switcher to open, disconnecting the transformer from the system. A line fault had
occurred on distribution circuit 14 being served by the mobile transformer. When the mobile
transformer was being re-energized, mis-adjustment of the mechanical linkage of the circuit
switcher caused one of the three phases to not re-energize resulting in a "single-phased" condition.
Once this situation was identified, the circuit switcher was opened. Relay and apparatus crews in
the area were called in to troubleshoot the substation.
The mobile transformer at Sandcreek substation was being leased from Idaho Falls Power and was
being utilized to serve area customers while construction was underway to rebuild the 69 kV
transmission line between Sugarmill and Sandcreek substations. This caused some delays as crews
were not confident with the equipment. Once the circuit switcher was identified as the problem,
the manufacturer was contacted to provide additional assistance in the repair.
To date, there have been no company or commission customer complaints made regarding the
major event.

PacifiCorp designates these events and their consequences a major event in accordance with docket
PAC-E-04-07, where the company and commission agreed that determination of major events will
be made by applying IEEE standard 1366-2003 methodology (commonly referred to as the 2.5
beta method), wherein a statistical outlier of these extreme events is based on the state daily SAIDI
thresholds. The company' s 2021 Idaho reliability reporting region threshold is I , I 98,412 customer
minutes lost (14.04 SAIDI minutes) in a 24-hour period.
