Attached you will find details regarding the major event including restoration resources, number of customers off supply, total customer minutes lost, as well as SAIDI, and SAIFI figures. Rocky Mountain Power will exclude outage information for this event from its network performance reporting and from customer guarantee failure payments. The storm brought a burst of moderate snow and gusty south by southwest winds to the area. Snow accumulations in the upper Snake River Plain were approximately 2 to 3 inches with peak wind gusts between 35 and 45 mph. The event impacted 14,930 customers in the Rexburg and Shelley areas. As the storm began to impact Shelley and Rexburg, crews began to respond to outages in the area. The storm system brought sleet, snow and high winds, causing ice to build up on conductors. This ice buildup caused lines to gallop, or swing and slap together, and forced protection devices to de-energize the lines. While crews attempted to restore power, the winds continued to inhibit restoration attempts by continuing to lock open devices. Restoration efforts could not continue until the high winds died down. Once winds subsided, circuit breakers were closed and fuses were replaced. While many of the outages did not involve damaged equipment and were quickly restored, some included damaged crossarms or conductors that required replacement. Additional crew resources were provided by the Preston and Lava districts to assist in restoration efforts. In addition, due to the snow, access in some areas was limited and only accessible by snowmobile, lengthening the restoration times. To date, there have been no company or commission customer complaints made regarding the major event. The company’s 2021 Idaho reliability reporting region threshold is 1,198,412 customer minutes lost (14.04 SAIDI minutes) in a 24-hour period.
