Attached you will find details regarding the major event including restoration resources, number of customers off supply, total customer minutes lost, as well as SAIDI, and SAIFI figures. Rocky Mountain Power will exclude outage information for this event from its network performance reporting and from customer guarantee failure payments. The following morning, November 8,2020, a 138 kV instrument tansformer failed at the Franklin Substation causing an outage to the 46 kV transmission line serving customers in Franklin County. The two events impacted 10,317 customers with outage durations ranging from 40 minutes to 24 hours l3 minutes. Wind and snowy conditions on November 7 caused two pole fires to start in the Rigby area. The first pole fire involved a transmission pole near Ucon, Idaho, that locked out a circuit breaker in the Jefferson substation. Substation personnel were dispatched to the Jefferson Substation where switching was performed. Line crews isolated the pole fire on the transmission line and replaced the pole. In a separate incident, another pole fire was caused by a failed cutout on a distribution line near Osgood, Idaho. Crews responded and performed step restoration with the final stage exceeding 24 hours and involving four customers. On the morning of November 8,2020, a 138 kV instrument transformer failed at the Franklin Substation causing the Preston, Tanner, Clifton, Weston, and Downey substations to lose power. Internal personnel dispatched to the affected substations began switching efforts. Switching was performed manually as SCADA capabilities are not present in the substations impacted by the event. Step restoration efforts were utilized until all customers were restored at approximately 4:l4am. To date, there have been no company or commission customer complaints made regarding the major event. The company's2020Idaho reliability reporting region threshold is 1,102,990 customer minutes lost (13.23 SAIDI minutes) in a 24-hour period. 1 Data provided represents specific system records for personnel, resources and costs; it is specific to the event, not inclusive of state delineation. However, additional resources not individually captured in transaction recording systems were used during the event. Thus, the data presented here may understate the resources, including cost, involved in restoring the system.
