Dear: Ms. Hanian
Rocky Mountain Power is requesting designation of the December 7,2018 outage and the
consequences thereof to be classified as a major event and excluded from its performance results
due to the day's performance, which exceeded the Company's major event threshold of 1,333,663
customer minutes lost in a24-hour period.
Attached you will find details regarding the major event including restoration resources, number
of customers off supply, total customer minutes lost, as well as SAIDI, and SAIFI figures.
Rocky Mountain Power will exclude outage information for this event from its network
performance reporting and from customer guarantee failure payments.

Event Description
On the evening of December7,2OL8, Rocky Mountain Powercustomers in Rexburg, ldaho, experienced
an outage when a dead-end shoe failed on a 69 kV switch between the Rigby substation to St. Anthony.
During this event, conductor was damaged and fell to the ground causing the circuit breakers at both
substations to trip open. The event affected nine substations, feeding a total of 25 circuits, serving
L7,977 customers, with outage durations ranging from 2 hours 39 minutes to 4 hours 38 minutes. The
loss of supply event affected approximately 53% of the customers served within the Rexburg operating
area.

Restoration Summary
At 8:15 pm, on December 7,20L8, Rexburg, ldaho, experienced a loss of transmission line event when
a dead-end shoe on a 69 kV transmission line switch failed and concurrently damaged conductor,
downing the line and tripping the circuit breakers at the Rigby and St Anthony substations. The event
affected nine substation; Sugar City, Rexburg, Newdale, Canyon Creek, Moody, Egin, Ashton, Targhee
and St. Anthony. The network is currently set to an abnormal radial configuration while upgrades and a
rebuild are being performed on the loop configuration that connects the Rigby substation to the St
Anthony substation. Given the current configuration when the damage occurred it had a much larger
impact on the system.
At the time of the incident dispatch assigned four linemen to patrol different sections of the line. Once
the damaged section was identified crews began restoring feed from an alternate source. The first
restoration occurred at the Sugar City substation at 10:55 pm, restoring power to 1,941 customers fed
from four circuits. The Rexburg substation was the next to be restored at 11:08 pm, restoring power to
L0,7tO customers fed from six circuits. Newdale, Canyon Creek, and Moody substations were the next
to be restored at L1:41 pm restoring feed to 979 customers, fed from seven circuits. At t2:43 am, Egin,
Ashton, and Targhee substations were restored, restoring power to 2,016 customers, fed from five
circuits. The remaining 2,33L customers fed from the three circuits severed from the St. Anthony
substation were restored at 72:54 am. Once repairs were made the line was configured back to its
normal state.

PacifiCorp designates these events and the consequences thereof a major event in accordance with
docket PAC-E-04-07, where the company and commission agreed that determination of major events
will be made by applying IEEE standard 1366-2003 methodology (commonly referred to as the 2.5 beta
method), wherein a statistical outlier of these extreme events is based on the state daily SAIDI
thresholds. The company's 2018 ldaho reliability reporting region threshold is 1,333,663 customer
minutes lost (16.67 SAIDI minutes) in a 24-hour period.
1 Data provided represents speciflc system records for personnel, resources, and costs; and is specific to the event, not inclusive of state
delineation. However additional resources whose participation did not get individually captured in transaction recording systems were
utilized during the event, thus the data presented here effectively understates the resources, including cost, involved in restoring the
system to normal.
