Dear: Ms. Hanian
Rocky Mountain Power is requesting designation of the November 18, 2017 outage and the
consequences thereof to be classified as a major event and excluded from its performance results
due to the day's performance, which exceeded the Company's major event threshold of 1,141,067
customer minutes lost in a24-hour period.
Attached you will find details regarding the major event including restoration resources, number
of customers off supply, total customer minutes lost, as well as SAIDI, and SAIFI figures.
Rocky Mountain Power will exclude outage information for this event from its network
performance reporting and from customer guarantee failure payments.

Event Description
On November 18th, 20L7, at 5:20 P.M., portions of SW Wyoming, Northern Utah, and South Eastern
ldaho experienced a loss of transmission line event when the static line on the 69 kV line running from
Naughton and Sage Junction Substation failed. The event affected three transmission substations,
feeding L4 distribution substations, serving 18 circuits, suppling power to 9,600 customers. ln ldaho the
event met the major event threshold as almost half the 10,000 Montpelier customers (4,834 customers)
were out of power. Outage durations for these customers ranged from 6 hours 45 minutes to 12 hours
36 minutes. Restoration activates were significantly impacted by the network configuration (due to
upgrades occurring on the network), in addition to rough terrain which was exacerbated by heavy snow,
fog, and rough terrain during night time hours.

Restoration Summary
On the evening of November 18th service in Utah, Wyoming, and ldaho was significantly impacted when
the overhead static line on Naughton to Sage Junction 96 kV line failed causing a loss of transmission
line outage. The static line made contact with the conductor, tripping open the circuit breaker at the
Sage Junction Substation causing a loss of feed from Naughton to Ovid Substation (see figures L and 2
for system impact).
Several factors prolonged the restoration, including the network configuration at the time of the fault
event, which was functioning on a radial feed due to network upgrades occurring at Oneida substation.
With that alternate source unavailable, dispatch attempted several times to restore power by test
operating breakers to restore the system, however these devices were unable to hold. At7:2L P.M. after
opening a line switch near Naughton substation crews were able to close the circuit breaker feeding
Sage Junction, restoring a portion of the line. Troublemen were dispatched from three operating bases
between 5:23 A.M. and 5:54 A.M., in order to most rapidly find the problem and restore service. At 9:54
P.M. patrol completed for Naughton to Sage portion and restoration actions began, first restoring feed
to Sage Junction and six of its distribution fed substations. As the patrol activities continued back toward
Ovid over the next several hours further attempts to restore power were affected however they were
only partially successful. Shortly after midnight on November 19th, Rich and Poverty Substations were
restored. At 4:33 A.M. lndian Creek and Raymond substations were restored. At 5:37 A.M. power was
restored to Ovid Substation and by 5:57 A.M. the last the remaining customers fed from Ovid were
restored.
The terrain and weather, including snow, fog, and nightfall coupled with limited accessibility to the line
given the rough terrain, delayed power restoration.
There were no company or commission customer complaints made regarding the major event.

PacifiCorp designates these events and the consequences thereof a major event in accordance with
docket PAC-E-04-07, where the company and commission agreed that determination of major events
will be made by applying IEEE standard 1366-2003 methodology (commonly referred to as the 2.5 beta
method), wherein a statistical outlier of these extreme events is based on the state daily SAID!
thresholds. The company's 2077 tdaho reliability reporting region threshold is 7,307,447 customer
minutes lost (16.56 SAIDI minutes) in a 24-hour period.
