Utah 84116 Rocky Mountain Power is requesting designation of the December 7, 2016, outage at the Rigby Substation and the consequences thereof to be classified as a major event and excluded from its performance results due to the day's performance, which exceeded the Company's major event threshold of 1,141,067 customer minutes lost in a 24-hour period. Attached you will find details regarding the major event including restoration resources, number of customers off supply, total customer minutes lost, as well as SAIDI, and SAIFI figures. Rocky Mountain Power will exclude outage information for this event from its network performance reporting and from customer guarantee failure payments. The failed PT damaged the operate bus causing several other circuit breakers in the substation to de-energize resulting in the loss of station service power. Ultimately the event affected 17 substations that fed 46 circuits, serving 28,817 customers, for durations ranging from 2 hours 42 minutes to 5 hours 23 minutes. The loss of substation affected approximately 86% of the customers served in the Rexburg operation area. The arc from the failure ignited the oil in the PT. Crews worked to extinguish the fire, but the residual heat in the PT caused the fire to reignite several times. Crews were able to isolate the operating bus and restore power to the transfer bus. Crews then ran temporary control wire from the remaining PTs so the rest of the breakers would function correctly. The fire department arrived on site, but due to the location of the PT they were unable to assist. Due to the extreme temperatures and the lack of station service power, the air line on one of the breakers froze which required the substation crew to use a different breaker. Once power to the Rigby substation was restored efforts were focused on systematically re-energizing specific substations and portions of line such that the substation equipment could adjust and would not trip on overload from inrush current. At 12:50 am on December sth crews 1 of 4 begin energizing distribution circuits. By 3:31 am all customer outages had been restored . The graphic below displays the extent and duration of outages experienced in Rexburg. There were no company or commission customer complaints made regarding the major event.
