Attached you will find details regarding the major event including restoration resources, number of customers off supply, total customer minutes lost, as well as SAIDI, and SAIFI figures. Rocky Mountain Power will exclude outage information for this event from its network performance reporting and from customer guarantee failure payments. Attempts to close the protective equipment resulted in a series of outages over a 16 hour period. The event affected 3,417 customers representing approximately 29% of the customers served in the Preston operation area . Event Outage Summary # Interruptions (sustained events) 10 Total Customer Interrupted (sustained events) 3,417 Total Customer Minutes Lost 1,849,696 State Event SAIDI Impact 24.03 Minutes CAIDI 541 Major Event Start 12/5/16 11:10 PM Major Event End 12/6/16 11:10 PM Restoration Summary On December 5, 2016, at 11:10 pm, a circuit breaker at the Malad substation tripped open, de-energizing two circuit feeds, affecting 2,310 customers. Crews quickly arrived at the substation to assess the cause of the breaker trip and restore power as quickly as possible. The Malad substation transformer is being replaced, a mobile transformer was in use while the replacement is taking place. Attempts to energize the transformer proved unsuccessful, because the relay protection continued to operate the breaker due to the circuit loads in combination with the use of the mobile transformer and its associated protection equipment. Once the relay setting issue was identified the relay's settings were incrementally adjusted and additional distribution line protection was installed to allow the relay settings to be set at a level where the Preston load would not trip the mobile transformer's protection equipment. During the event customers experienced several short unsuccessful restoration attempts. The extreme low temperatures resulted in excessive startup loads (inrush current) which resulted in multiple attempts to 1 of 4 re-energize. At 3:06 pm on December 6th the final 90 customers were restored. The graphic below displays the extent and frequency of the outages experienced in Preston for this event. There were no company and one commission customer complaint made regarding the major event.
