Dear: Ms. Jewell Rocky Mountain Power is requesting designation of the July 19, 2016 outage and the consequences thereof to be classified as a major event and excluded from its performance results due to the day's performance, which exceeded the Company's major event threshold of 1,114,149 customer minutes lost in a 24-hour period. Attached you will find details regarding the major event including restoration resources, number of customers off supply, total customer minutes lost, as well as SAIDI, and SAIFI figures. Rocky Mountain Power will exclude outage information for this event from its network performance reporting and from customer guarantee failure payments. The capacitor bank locked out and caught fire, subsequently causing the east and west substation busses to trip. For the day 99% of all customers minutes lost and customers who experienced an outage were the result of the loss of supply event. Event Outage Summary # Interruptions (sustained) 109 Total Customer Interrupted (sustained) 54,157 Total Customer Minutes Lost 6,655,357 State Event SAIDI Impact 86.47 Minutes CAIDI 123 Major Event Start 7 /19/16 12:00 AM Major Event End 7 /20/16 12:00 AM Restoration Summary At 4:45 pm, on July 19, 2016, a fault and subsequent fire at the Goshen substation caused a widespread loss of supply event across in the Rexburg and Shelley operating areas, affecting 70% of Rocky Mountain Powers customers serviced in Idaho. The fire was small and quickly extinguished on its own. Onsite crews began isolating the capacitor bank, while dispatch assessed the impact of the outage. Once the capacitor bank was isolated and the system configuration was reviewed, dispatch began restoring feeds. Coordination and troubleshooting of restoration efforts also occurred with the BPA as they too have equipment at Goshen. Failed capacitor tanks were replaced, tested, and put back into service after all customers had been restored. An internal review of the incident has been completed and substation system configurations have been updated in an effort to prevent similar events in the future. 1 of 3 Of the 54,157 customers who experienced a sustained interruption during this major event the original loss of supply affected 53,955 customers, impacting 33 substations and 100 circuits. Of these customers 39,016 were restored within 2 hours, and 14,939 restored within 3 hours. No customer complaints were filed with the company or commission regarding this outage.
