Rocky Mountain Power is requesting designation of the May 9, 2016 outage and the
consequences thereof to be classified as a major event and excluded from its performance results
due to the day's performance, which exceeded the Company's major event threshold of
l,ll4,l49 customer minutes lost in a24-hour period.
Attached you will find details regarding the major event including restoration resources, number
of customers off supply, total customer minutes lost, as well as SAIDI, and SAIFI figures.
Rocky Mountain Power will exclude outage information for this event from its network
performance reporting and from customer guarantee failure payments.

Event Description
On May 9,20L6, Rexburg, ldaho experienced a wind storm coupled with equipment
damage at a substation resulting in a loss of substation event. The storm caused several
localized outages causing lines to contact, blowing fuses and tripping circuit breakers. ln
some cases the wind caused damage to facilities breaking crossarms and poles. The
most significant outage of the event was a loss of supply event which occurred at the
Rexburg substation. The outage affected 24,703 customers in the Rexburg area,
impacting 10 substations and 30 circuits. Of the customers who experienced an outage
L5,246 customers were out for 7 minutes,2,77L customers were out for an hour and a
hall and 6,686 customers were out 2 hours 7 minutes. During the day 85% of all
customers minutes lost and 95% of all customers who experienced an outage were the
result of the loss of supply event. Wind and tree related outages accounted for L3% of
all customer minutes lost and 4% of all customer experienced outages. Of the outages
which occurred 98% of customer were restored within 3 hours with longest outage
lasting 12 and a half hours, affecting l customer, due to a car hit pole in Rexburg.

Restoration Summary
On the late morning of May 9,20L6, high winds and wind-borne dust in the
Shelley/Rexburg area of ldaho began impacting the electrical system. As the day
progressed, wind-related outages accumulated. High winds damaged trees and
branches which broke poles, crossarms and other hardware throughout the area. In
addition, the wind caused several lines to contact, operating fuses resulting in additional
outages. Local area crews worked around the clock restoring power to customers.
ln addition to the wind related outages, a substation insulator was damaged on the 12
kV bus that caused a fault within the Rexburg substation, de-energizing circuits across
the area; it is hypothesized that either recent lightning storms or the large amount of
dust precipitated the insulator failure. The outage was handled with joint resources
from the area substation group and field operations trouble shooters. The greatest
challenged faced during the restoration process was getting replacement parts to
Rexburg as soon as possible. Area dispatch was able to quickly identify switching orders
in an effort to rapidly restore feeds. As a result 62% of all customers affected during the
loss of supply event were restored in 7 minutes, with all customers restored in just over
2 hours. Crews repaired the damaged insulator in just over 2 hours.
There were no company or commission customer complaints made regarding the major
event.

PacifiCorp designates these events and the conseguences thereof a major event in
accordance with docket PAC-E-04-07, where the company and commission agreed that
determination of major events will be made by applying IEEE standard 1366-2003
methodology (commonly referred to as the 2.5 beta method), wherein a statistical
outlier of these extreme events is based on the state daily SAIDI thresholds. The
company's 2016 ldaho reliability reporting region threshold is L,L4L,O67 customer
minutes lost (14.82 SAIDI minutes) in a 24-hour period.
