Attached you will find details regarding the major event including restoration resources, number of customers off supply, total customer minutes lost, as well as SAIDI, and SAIFI figures. Rocky Mountain Power will exclude outage information for this event from its network performance reporting and from customer guarantee failure payments. During the fault event that resulted from the damaged structure, the protective system, when expected to operate by opening circuit breaker 49 atthe Grace plant, failed to operate due to a failed trip coil. The fault cascaded upstream whereupon Grace circuit breaker L40 cleared the fault, which left nine substations that are fed by this transmission source de-energized. Concurrently, the weather event which initiated the failed insulators continued to affect the Idaho service territory, and required additional restoration efforts across the state. Rocky Mountain Power requests the designation of this event and the consequences thereof be classified as a major event and excluded from its reliability performance results as it exceeded the Company's 2014 major event threshold of 1,232,651 customer minutes lost in aZ4-hotx periodl. Idaho SAIDI Minutes Excluded 58.41 Sustained Customers Off 12,469 Customer Minutes Lost 4,507,457 Sustained Intemrptions 6t Restoration: While the storm's damage appeared to be substantial, the nature of the equipment failure extended its duration substantially. Stage restorations were implemented to restore power to customers where possible, as rapidly as could be completed. Initially it was concluded that two spans of conductor would need to be replaced, whose materials were sourced out of Preston, and completed by three assembled crews. After that replacement was completed (ust after dark) and upon test-energizing, the circuit intemrpted again, which required patrolling of the entire segment from Lava to the insulator damage location; it was determined that more substantial conductor damage had occurred during the fault event and additional conductor would need to be replaced. Additional crews and materials were brought in, crews from northem Utah and materials from Preston2. A nested outage occurs when facilities are damaged at the further reaches of circuits, but also may experience damage toward the substation. With the company's call inference system, as well as depending upon which outage is recorded first, pinpointing fuses or breakers which may have operated can be more complicated, and additional efforts must be expended to pinpoint the multiple layers of damage within the circuits. This effort extended the overall restoration time for the major event. The outage impacts are depicted in the graphics below.
